The City of Scottsdale Housing and Community Assistance Office (HCA) manages a variety of federal and local funds and programs that improve the quality of life for low to moderate-income families and assist in the stabilization of Scottsdale neighborhoods.
The HCA manages the City’s affordable housing programs and collaborates with non-profit agencies as well as other city departments to address and meet basic and critical human needs.
The HCA administers the following programs:
- Federal Housing Choice Voucher (HCV) Program
- Federal Community Development Block Grant (CDBG) Program
- Federal HOME Investments Partnership (HOME) Program
- A variety of local funding sources including Scottsdale Cares, General Funds and Endowment.
- A variety of housing rehabilitation programs including Major Housing Rehabilitation, Roof Repair and Replacement Program and Emergency Repair Program.
Housing
Family Self-Sufficiency Program
The Family Self-Sufficiency (FSS) Program is a voluntary program for current participants of the City of Scottsdale Housing Choice Voucher (HCV) Program. This program is designed to help residents achieve their dreams and goals through community partnerships, while attending workshops and conferences. They can earn an escrow by increasing their earned income and the savings goes into an account that is paid to you when all of your goals are achieved.
Housing Choice Voucher Program
This program offers affordable and safe rental assistance for lower-income families, senior citizens and persons with disabilities. The program is based on the household’s gross income. Families must be income eligible based on the Housing Choice Voucher Programs Income Guidelines.
Housing Reports
Scottsdale publishes housing reports to meet state requirements and remain proactive in addressing current and future housing needs.
Waitlist Information Hotline
The City of Scottsdale's Housing Agency maintains a single waitlist for the Housing Choice Voucher Program. The waitlist is updated annually to ensure that all applicants and applicant information is current. For more information please call: 480-312-2528

Rehabilitation
Emergency Repair Program
The Emergency Repair Program provides federal assistance through a grant to address household repairs that affect the immediate livability of the home.
Operation Fix It
Operation Fix It is a Scottsdale program that assists eligible residents with exterior property maintenance through volunteer efforts and donations.
Major Housing Rehabilitation
The Major Housing Rehabilitation Program provides an interest-free deferred loan up to $80,000 to qualified low and moderate income homeowners in Scottsdale. Assistance is unavailable to owners of mobile homes and co-ops.
Roof Repair & Replacement Program
The Roof Repair and Replacement Program provides assistance through a federal grant to repair or replace deteriorated roofing systems that pose a serious threat to the health, safety or welfare of the household or affecting the immediate livability of the home.
City of Scottsdale Human Services and Housing programs that have an application, are contingent upon income and the applicant is voluntarily applying shall comply with SAVE.
