The Housing Choice Voucher (HCV) Program is funded through the U.S. Department of Housing and Urban Development (HUD). This program offers rental assistance which is based upon the household’s income. Families must be income eligible based on the HCV Program Income Guidelines, which are below. The program provides affordable and safe housing opportunities for lower-income families, senior citizens and persons with disabilities. The Scottsdale Housing Agency (SHA) subsidizes the rent of eligible families by paying a rental subsidy directly to the landlord each month under a Housing Assistance Payment (HAP) Contract.

Housing Payment Standard Info

The payment standard is the maximum monthly rent assistance the SHA will pay for qualifying units.

The Scottsdale Housing Agency's Housing Choice Voucher (HCV) Waitlist is currently CLOSED.

Applicant Portal

All changes to your application such as change of address, phone number, income, family size, or preference eligibility must be made within 10 business days of the change.

All changes to your application should be made through the Applicant Portal or complete the applicable change form which is also available in our office or by calling 480-312-7156.

Current Waitlist Applicant Information

The SHA maintains a single waitlist for the HCV Program. The waitlist will be updated annually to ensure that all applicants and applicant information is current.

Applicants on the Housing Choice Voucher waitlist must notify the Scottsdale Housing Agency of any changes in your household income, family composition and contact information (i.e. address, mailing address and phone number.) All changes of address MUST be submitted via the portal indicated above. Please ensure the mailing address provided is valid and accurate as SHA will send appointment letters or notices confirming you are still interested in program. If your information is not current or valid, your name could be removed from the waitlist. While on the waitlist, applicants must respond to all correspondence received from the Agency or the application will be removed from the waiting list.

Please be aware that the Scottsdale Housing Agency will not provide positions or “numbers” of individuals on the waitlist as these numbers can change daily. Scottsdale Housing Agency will only confirm if you are on the waitlist and confirm addresses and/or preferences. When the SHA has reached your position number, you will receive a full application and list of documents required to determine eligibility for the program. If these items are not received, your eligibility can not be determined, and you will be removed from the waitlist. You may then reapply when the waitlist is reopened.

Eligibility Guidelines

The HCV Program is limited to extremely-low and very-low income individuals and families. The SHA will determine eligibility based on the following criteria:

  1. Annual gross income of the household is at or below income guidelines
  2. U.S citizenship or eligible immigration status
  3. Documentation of social security numbers for all members of the household
  4. Criminal background screening

Preference Points

Changes in an applicant’s circumstances while on the wait list may affect the family’s preference. Applicants are required to notify the SHA in writing through the online portal or other means approved as reasonable accommodation when their circumstances change.

Advertising/Locating Property

The Scottsdale Housing Authority has partnered with AffordableHousing.com links to external site, which provides an enhanced program to list rental properties online. Listings are available to potential Housing Choice Voucher tenants seeking apartment units, duplexes, single-family homes or townhomes in the private market. If you have any questions regarding registering, creating or viewing property listings, please call the Affordable Housing toll free help line at 1-866-466-7328.

Reasonable Accommodations

The definition of Reasonable Accommodation is a change, exception, or adjustment to a rule, policy, practice, or service to allow a person with disabilities to fully access the PHA's program or services. As long as the accommodation does not create an "undue financial and administrative burden" for the PHA or result in a "fundamental alteration" of the program or service offered, the PHA will approve the request.
