Greg Caton, City Manager

Greg Caton is a dedicated and experienced public administrator, currently serving as the Scottsdale City Manager. In this role, he oversees a wide array of departments including the Assistant City Manager, Police, Fire, Transportation & Infrastructure, Planning & Development Services, Human Services & Library, Parks & Recreation and Preserve, Water Resources, and Enterprise Operations.

A native of Colorado, Greg has a rich history in city management, having previously held the position of City Manager for the City of Grand Junction, Colorado, and the Town of Oro Valley, Arizona. Additionally, he has served as the Assistant City Manager for the City of Durango, Colorado.

Greg's academic achievements include a bachelor's degree in political science from Fort Lewis College in Durango, Colorado, and a master's degree in public administration from the University of Colorado at Denver. He is also a credentialed city manager through the International City/County Management Association (ICMA).

His commitment to local government extends beyond his managerial roles, as Greg actively participates in statewide multijurisdictional groups and boards, contributing his expertise to foster community development and efficient governance.

Jeff Walther, Assistant City Manager

Jeff Walther serves as Assistant City Manager for the City of Scottsdale, bringing over three decades of public service experience, leadership, and deep community commitment to the role. Jeff began his career with the Scottsdale Police Department in July 1994 as a police officer. Over the course of a distinguished 28-year career, he served in nearly every capacity within the department, holding every sworn rank and gaining a comprehensive understanding of public safety operations and organizational leadership.

On Dec. 1, 2020, Jeff was appointed as Scottsdale’s seventh Chief of Police. His tenure as Chief came during a time of profound national and local challenges including civil and social unrest, the COVID-19 pandemic, and widespread political division, which had a lasting impact on the law enforcement mission across the country. Despite these challenges, Chief Walther led with resilience, transparency, and vision. Under his leadership, the Scottsdale Police Department achieved new standards of professionalism, technological advancement, accreditation, and community engagement, becoming a model of law enforcement excellence at the local, state, and national levels.

Jeff’s leadership was recognized with numerous honors: Arizona Police Chief of the Year in 2022, the City of Scottsdale’s Bill Donalson Award for Visionary Leadership in 2024, and the Jim Hill Award from the Boys and Girls Clubs of Greater Scottsdale in 2025 for his Extraordinary Commitment to Youth.

On Jan. 26, 2025, Jeff was promoted to Assistant City Manager to take on a broader leadership role in city government. In this new capacity, he continues his legacy of service by supporting and guiding employees across all City departments. Jeff is honored to serve in this role and remains committed to advancing the City’s mission and values.

Jeff holds a bachelor’s degree in criminal justice from Northern Arizona University and is a member of the International City/County Management Association (ICMA) and the Arizona City/County Management Association (ACMA).

Judy Doyle, Senior Director Enterprise Operations

Judy Doyle joined the City of Scottsdale in 2003 as a Senior Budget Analyst and advanced through leadership roles including Budget Manager and Budget Director, before serving as Acting City Treasurer for nine months. From July 2023 to February 2025, she served as the Community Services Assistant Executive Director.

Judy currently serves as the Senior Director of the Enterprise Operations Department, where she leads a diverse portfolio that includes Aviation, Economic Development, McCormick-Stillman Railroad Park, Scottsdale Stadium, Tourism & Events, and WestWorld. In this role, she drives cross-departmental initiatives to improve operational performance, enhance economic impact, and position Scottsdale as a premier destination for business, tourism, and recreation. Her leadership is focused on resource optimization, strategic public-private partnerships, and delivering long-term community value.

In addition to her municipal experience, Judy has held roles with the State of Arizona and in the private sector. 

Judy Doyle spent four years studying business at the University of Minnesota – Duluth before relocating to Arizona. She later completed her bachelor’s degree in business management and earned her MBA, both with honors, from the University of Phoenix all while managing her career and family responsibilities.

Judy is a member of the International City/County Management Association, Arizona City/County Management Association, and Arizona Women Leading Government. She is also a proud graduate of Scottsdale Leadership, Class 39.

Kira Peters, Senior Director of Water, Human Services & Library

Kira has 35 years of municipal leadership experience, and most recently serves as the Senior Director for Library & Human Services and is the interim Senior Director for Scottsdale’s Water Resource Department. 

Kira’s professional highlights include having the opportunity to be an Assistant City Manager in Bozeman, Montana. In this role, she oversaw multiple departments, including the Fire Department, City Clerk, Parks & Recreation, Utilities, and Economic Development.

Prior to her tenure in Bozeman, Kira dedicated over three decades of her career to the City of Scottsdale, where she held various leadership roles in Parks & Recreation, Human Services and the Public Library System. 

Kira holds a bachelor’s degree in psychology from Arizona State University and a master’s degree in public administration with an emphasis on project management from Northern Arizona University.  Kira is a member of the International City/County Management Association, Arizona Women Leading Government and is a founder and the Chair of The Women’s Collective, a non-profit organization dedicated to inspiring and elevating women leaders.  

Kira focuses on community building. Kira resides in Scottsdale, has raised her family here, and is honored to work for the City of Scottsdale. 

Will Brooks, Assistant to the City Manager

Will serves as the Assistant to the City Manager for the City of Scottsdale. Since 2023, he has served in Scottsdale’s City Manager’s Office, leading cross-departmental projects and performance management efforts. He also brings five years experience with nonprofit and government organizations in California, Virginia and Maryland.

Will received his Master of Public Administration degree from the University of Georgia in May 2023 and was named MPA student of the year. During graduate school, he worked as a Summer Fellow for the Montgomery County Council in Maryland, where he analyzed technology policy as well as conducted independent research on the Arts and Entertainment Districts.

Before moving to local government, Will channeled his passion for music into supporting arts organizations. After receiving a Bachelors degree in Vocal Performance from California State University, Northridge, he gained valuable experience working with arts and cultural non-profits across California, North Carolina, and Virginia and also consulted for the Los Angeles County Department of Arts and Culture.
