Safety and Risk Management

The Safety and Risk Management Division serves the City of Scottsdale by providing comprehensive expertise in workplace safety, loss prevention, insurance administration, contractual risk transfer, and claims management. The division is responsible for developing, implementing, and maintaining a best-practice safety and risk management program for the City. Through proactive planning, collaboration with City departments, and data-driven decision-making, the division works to identify, evaluate, and mitigate potential risks.

These efforts focus on protecting people, City assets, and public resources while effectively and efficiently managing the City’s total cost of risk through the continuous improvement of safety, loss prevention, insurance, and claims programs.

PEPP Award

On April 28, 2026, the City of Scottsdale received the Industrial Commission of Arizona Public Entity Partnership Program (PEPP) Large City Award in recognition of its outstanding commitment to employee safety and workplace injury prevention. Through expanded facility inspections, enhanced incident review processes, proactive safety reporting programs, and strengthened cross-department collaboration, Scottsdale has built a stronger culture of safety while achieving its lowest EMOD rate in more than a decade. This achievement reflects the dedication of City leadership, the Safety & Risk Management Team, and employees across the organization who prioritize safety every day.

Risk management is the process of identifying, evaluating, and controlling risks that could cause injury, property damage, financial loss, or disruption to City operations.
Why does the City have a safety & risk management program?
The City’s Safety & Risk Management Program exists first and foremost to protect people. The program promotes a safe and healthy environment for City employees, residents, and visitors by proactively identifying hazards, preventing injuries, and reducing unsafe conditions across City operations, facilities, and public spaces. Through safety standards, training, inspections, and continuous improvement, the program works to reduce the frequency and severity of incidents before they occur. How do I make a claim against the City of Scottdale?
A person wishing to make a claim against the City of Scottsdale will need to comply with ARS 12-821.01.  The Safety and Risk Management Division will provide a Notice of Claim form upon request to assist in the filing of the claim.
