Tourism and Events Launches New Planning and Permitting Portal

Beginning on Jan. 6, 2026, Scottsdale’s Tourism and Events customers will use a new online portal for all events and banners requiring a permit as well as administrative approval requests.

Scottsdale SPUR (Smart Planning, Use and Regulations) will provide customers with a user-friendly interface in which to submit special event requests, approvals and payments for city processing.

Within the portal, customers will:

  • Submit applications for special events
  • Request approval for seasonal, sidewalk, special vehicle sales, grand openings and banners
  • Pay fees
  • Receive permits
  • View records

Behind the scenes, the new platform combines the permitting functions from various city departments and disciplines into one streamlined system.

Within the portal, city staff will:

  • Review submitted applications, plans, and documents
  • Approve plans
  • Process payments
  • Issue permits
  • Manage records

Only new applications will be submitted through Scottsdale SPUR. Applications that are already in the Special Event queue will continue through the legacy  eServices portal.
