The Emergency Management department is responsible for emergency preparedness training, the planning and coordination of emergency management functions, the implementation of the Emergency Operations Plan, management of the Emergency Operations Center and oversight of the Continuity of Operations Plans (COOPs).

Our audit found that the City’s Emergency Operation Plan and Continuity of Operations Plans have not been reviewed or updated timely; portions of the training program need to be expanded to align with emergency planning responsibilities and monitoring of existing training requirements could be improved; and Emergency Management’s role in special events planning needs to be better defined and processes standardized to allow the department to more efficiently guide special event teams.

The department agreed with our findings.
