The current parking corral has one level or surface-grade parking and one level of underground parking. Two additional levels of parking will be added with 185 parking stalls.

Community outreach meetings helped shape the design of the structure’s western storefronts. A mix of materials will create the look of individual buildings. The top level will be set back from Brown Avenue, with shaded sidewalks designed to reflect Old Town’s character.

Public art currently on-site will be preserved, and a new installation will face Second Street.

Construction is scheduled to begin in July 2026, and the new parking stalls will be available in the spring of 2027. Work will continue to finish elements of the garage though the summer of 2027.

Construction Update

The first phase of construction will take place from June 29 - early September, and focus on preparing the existing parking structure for the future garage expansion. During this phase, most work will take place within the existing parking structure.

No major traffic disruptions are anticipated and access to surrounding businesses will remain unaffected. However, the perimeter fencing will impact the sidewalks adjacent to the parking garage, and a portion on the on-street parking spaces on 1st street. Pedestrian detour signage, traffic control, signage, dust mitigation, and site security measures will be in place to minimize impacts whenever possible.

Selective Demolition
Crews will remove selected portions of the existing structure to prepare for the garage expansion, including steel canopies, portions of sidewalks, stairwells, roof components, elevator, interior lighting and railings. Demolition will use controlled methods designed to minimize impact to the surrounding area.

Stairwell & Elevator Expansion
The northwest stairwell and elevator shaft will be extended to provide access to the future upper parking levels. This work includes masonry construction, reinforcing steel, scaffolding, and periodic concrete deliveries.

Structural Reinforcement
Five reinforced concrete shear walls will be added within the lower level of the garage to strengthen the structure and support the future expansion. This work includes concrete pours that require concrete trucks and pumping equipment to periodically access the site during scheduled pours.

What To Expect

Site Setup & Temporary Fencing
Temporary fencing and construction zones will be installed around portions of 1st Street, Brown Avenue, and 2nd Street. These sidewalk closures are required to safely remove the steel canopy, sidewalk sections, portions of the existing concrete wall and steel railings located along the garage perimeter.

1st Street
The sidewalk adjacent to the garage and five nearby parallel parking spaces will be temporarily closed. Pedestrian detours will direct foot traffic to nearby crossings at Scottsdale Road and Brown Avenue.

Brown Avenue
The sidewalk along the east side of the garage will be temporarily closed while maintaining two-way vehicle traffic on Brown Ave. Pedestrian detours will direct pedestrians to the 2nd Street crossing.

2nd Street
The sidewalk and adjacent shoulder area next to the garage will be temporarily closed while maintaining eastbound and westbound traffic access on 2nd Street. Construction vehicles will utilize the existing garage entrance through a secured gate for site access.

West Property Line
Temporary fencing will also be installed along the west property boundary to secure the construction site and establish a safe work zone. This configuration may temporarily affect private trash collection and delivery access for businesses located west of the garage due to limited vehicle circulation from Scottsdale Road. The project team will coordinate directly with impacted businesses to maintain service access and develop alternative arrangements as needed.

Tentative Construction Schedule

Public Meeting #2 – September 2025

View the presentation (PDF) for the second public meeting, which was held at 8:30 a.m. on Thursday, Sept. 18, at the Civic Center Library Auditorium, located at 3839 N. Drinkwater Blvd. At this meeting two floor plans were presented; floorplan which had a single level setback and floorplan B which has a double level setback on the east side of the parking structure along Brown Ave. Additionally, two exterior design options were presented Western and Adobe.

Project History

In 2017 the city commissioned a study of the existing structure and the feasibility to add additional levels to the parking structure. Currently the structure is designed to accommodate up to three additional levels.

The study confirmed that the existing structure, originally constructed in 2004, was in good condition and capable of supporting additional floors. It recommended two options: Option 1, add three levels and eliminate the east/west alley access, or Option 2, add two levels with an elevated second level allowing east/west access for high profile vehicles.

At the April 16, 2024, City Council Work Study session, staff presented the expansion of the 1st Street and Brown Avenue parking structure along with two other options to expand parking in the most needed areas of Old Town.

On July 1, 2024, Council gave direction to proceed with the addition of two levels to the existing City-owned parking structure at 1st Street and Brown Avenue. An additional structure will be built in the Northeast quadrant of Old Town with a different funding source.

On Feb. 11, 2025, the City Council approved a Design Build Manager of Chasse Building Team to design the expansion of the Brown Avenue Parking Structure.
