Scottsdale Water reopens water conservation rebates to help save water where it matters most
Incentives support water-efficient landscapes, smart irrigation and long-term water reliability
Nearly four out of every 10 gallons of Scottsdale's drinking water are used outdoors, making landscape irrigation one of the city's greatest opportunities to conserve water.
Beginning Thursday, July 9, Scottsdale Water is reintroducing its Water Conservation Rebate Program, offering financial incentives that help residents, businesses and homeowner associations save water while reducing utility costs.
Unlike water used indoors for showers, sinks and laundry, which is collected, treated and can potentially be reused, most irrigation water is absorbed by landscapes or evaporates and does not return to the wastewater system. As a result, outdoor water conservation is one of the most effective ways customers can help protect Scottsdale's long-term water supplies.
"For decades, we've invested in a resilient water portfolio while encouraging responsible water use, City Manager Greg Caton said. “These rebates help customers make practical improvements that save water today and strengthen Scottsdale's water future for years to come."
The expanded rebate program is one part of Scottsdale's long-term water strategy, which combines conservation, infrastructure investments and diversified water resources to ensure a reliable water supply.
"Nearly 40 percent of Scottsdale's drinking water is used outdoors, so improving irrigation efficiency can make a meaningful difference," said Thyra Ryden-Diaz, interim senior director of Scottsdale Water. "These rebates help customers make lasting improvements that save water, lower utility costs and support our community's long-term sustainability."
Residential rebates for homeowners
Scottsdale Water offers rebates to help single-family homeowners improve water efficiency and reduce outdoor water use.
Replace unnecessary grass
Homeowners can receive rebates for replacing unnecessary or non-functional turf with low-water-use landscaping. Application deadline: Oct. 31, 2026
Install smart irrigation technology
Rebates are available for WaterSense-labeled smart irrigation controllers that automatically adjust watering schedules based on local weather conditions.
Detect leaks sooner
Smart home water monitors help identify leaks early, reducing unnecessary water use and preventing costly damage.
Remove an unused pool
Homeowners may also qualify for rebates to remove unused swimming pools, reducing long-term outdoor water demand. Application deadline: April 30, 2027
Customers should review eligibility requirements and receive any required approvals before beginning a project.
Larger incentives available for community landscapes
For HOA common areas, multifamily communities and commercial properties, Scottsdale Water's Grass Removal Rebate Program provides substantial financial incentives to replace water-intensive grass with low-water-use landscaping.
Eligible properties may receive up to $40,000 for removing qualifying grass and replacing it with water-efficient landscaping.
Properties that remove ornamental grass adjacent to streets or sidewalks may also qualify for an additional Streetscape Bonus of up to $10,000, allowing eligible properties to receive up to $50,000 in total incentives.
Additional rebates may be available for qualifying water-efficient upgrades, including:
- WaterSense-labeled smart irrigation controllers
- High-efficiency plumbing fixtures
- Other qualifying water-efficient technologies
Applicants must obtain all required approvals and receive a Notice to Proceed from the city before beginning grass removal projects. The application deadline for these rebates is April 30, 2027.
