Scottsdale Chief Deputy City Attorney Lori S. Davis receives statewide Distinguished Municipal Attorney Award

Lori S. Davis, chief deputy city attorney for the city of Scottsdale, has been named the recipient of the Arizona City Attorneys' Association 2026 Distinguished Municipal Attorney Award, recognizing her outstanding leadership, innovation and dedication to public service.

The prestigious statewide award honors municipal attorneys who demonstrate exceptional professional excellence, integrity and lasting contributions to the practice of municipal law. Davis was recognized for her innovative legal leadership, commitment to collaboration and mentorship and significant impact on Scottsdale and the broader legal profession.

“Lori’s dedication to public service and commitment to excellence have had a tremendous impact on our organization and community,” said Scottsdale City Manager Greg Caton. “Her thoughtful leadership, professionalism and collaborative approach exemplify the very best of municipal government and make Scottsdale stronger every day.”

With more than a decade of municipal law experience, along with many years in private practice, Davis has played a critical role in shaping Scottsdale’s approach to complex and high-profile civil rights litigation involving police conduct. Through extensive study of constitutional law and police practices, she has become a trusted subject matter expert whose work has helped protect public resources, strengthen legal strategies and maintain public confidence.

Davis is also recognized for building strong partnerships across departments, particularly with the Scottsdale Police Department. She regularly participates in police trainings, ride-alongs and collaborative efforts that strengthen communication and understanding between legal and law enforcement teams.

“Lori is an exceptional attorney whose integrity, work ethic and commitment to justice set a high standard for our profession,” said Scottsdale City Attorney Luis Santaella. “She approaches every challenge with professionalism, strategic insight and a genuine commitment to serving the public. Known for meticulous preparation and strong advocacy, Davis has successfully argued before the Arizona Court of Appeals and the Ninth Circuit Court of Appeals and has briefed matters before the Supreme Court of the United States. Her record as lead counsel includes multiple defense verdicts on behalf of the city.

In addition to her legal work, Davis is committed to mentoring colleagues and supporting the next generation of public servants. She has taught civil litigation at the Mesa Police Academy and continues to share her expertise with police recruits and fellow attorneys alike.

Throughout her career, Davis has demonstrated how principled public service, collaboration and innovation can strengthen local government and improve outcomes for the community. The Distinguished Municipal Attorney Award recognizes her enduring impact on Scottsdale and the field of municipal law across Arizona.
