Scottsdale's organization: experienced leaders focused on service and efficiency

Scottsdale City Manager Greg Caton has implemented a series of organizational changes designed to streamline operations, improve internal coordination, and keep senior leadership more connected to day-to-day service delivery and top city priorities.

The city's organizational structure builds on the depth of experience within the city's leadership team, who are seasoned professionals with decades of public service and a broad range of expertise across municipal functions. The team also includes a bevy of "home grown" talent, people who began their careers with Scottsdale and have advanced through the ranks while building an incredible foundation of knowledge and experience in Scottsdale.

“This leadership team brings a strong track record of public service and commitment to our community,” said Caton. “Our new structure increases responsiveness by reducing layers of bureaucracy, which helps senior staff stay directly engaged with the work that matters most to our residents. It also helps our 2,700 employees — who bring valuable skills and experience to their roles every day — do their best work and deliver the highest level of service."

Meet Scottsdale's Leadership Team

Greg Caton, City Manager
Local government management for 28 years; more than one year with the city of Scottsdale.

Jeff Walther, Assistant City Manager
Nearly 30 years with the city of Scottsdale, including four years as police chief; Scottsdale assistant city manager since January 2025.

Joe LeDuc, Police Chief
More than 33 years with the Scottsdale Police Department; began as a police officer in 1991 and has served as a patrol officer, property crimes and homicide detective, and member of the DEA Task Force.

Tom Shannon, Fire Chief
More than 40 years in emergency services, including leadership roles in Glendale, Salt Lake City and Scottsdale; Scottsdale Fire Chief since 2011.

Will Brooks, Assistant to the City Manager
Five years with nonprofit and government organizations in California, Virginia and Maryland, two years in Scottsdale’s City Manager’s Office.

Dave Bennett, Solid Waste Services Director
Solid Waste Services Director since August 2020, over 30 years of experience in the solid waste industry.

Monica Boyd, Senior Director – Human Resources
Scottsdale’s Human Resources leader since December 2022 with 24 years as a local government human resources professional and over a decade of management experience.

Kelly Corsette, Senior Director – Communications and Public Affairs
Arizona local government communications professional for nearly 28 years, Scottsdale’s communications and public affairs leader since 2010.

Steve Denning, Facilities Management Director
Maintaining and improving city of Scottsdale infrastructure and facilities since 1999; facilities management director since 2020.

Judy Doyle, Senior Director – Enterprise Operations
Scottsdale employee since 2003 with more than 20 years of experience in budget, operations, and community services; appointed in 2025 to lead Aviation, Economic Development, Tourism & Events, WestWorld, McCormick-Stillman Railroad Park, and Scottsdale Stadium.

Jacob Johnson, Emergency Manager
20 years of experience in the U.S. Army, three years in city of Scottsdale emergency management.

Teri Killgore, Economic Development Director
25 years in Arizona and California cities with 15 years in economic development; one year with city of Scottsdale.

Bill Kohn, Fleet Management Director
33 years of municipal and state government management, the past six years with Scottsdale.

Bianca Lochner, Chief Information Officer
Strategic technology leader for 23 years, the past four years with the city of Scottsdale.

Will Lofdahl, WestWorld General Manager
More than four decades experience managing public venues including NFL stadiums and NCAA Men’s Basketball Final Four operations; WestWorld general manager since October 2024.

Nick Molinari, Senior Director – Parks & Recreation and Preserve
Over 28 years with the city of Scottsdale serving a variety of departments.

Erin Perreault, Senior Director – Planning & Development Services
American Institute Certified Planner (AICP) and local government planning and development professional for 30 years, 28 years dedicated to the city of Scottsdale.

Kira Peters, Senior Director – Library & Human Services, Interim Senior Director – Scottsdale Water
33 years working with the city of Scottsdale leading teams in various public service work divisions including libraries, parks & recreation and human services.

Rachel Smetana, Tourism and Events Director
25 years with the city of Scottsdale; promoted to tourism director in August 2024.

Alison Tymkiw, Senior Director – Transportation & Infrastructure, City Engineer
Approximately 25 years with the city of Scottsdale, city engineer since 2021.

Dale Wiebusch, Government Relations Director
Scottsdale’s designated public lobbyist with 25 years of legislative advocacy experience; nearly four years with the city of Scottsdale.

Rick Wielebski, Aviation Director
Over 20 years in aviation including 10-plus years managing businesses at Scottsdale Airport; named Scottsdale aviation director in 2025.

Sonia Andrews, City Treasurer/Chief Financial Officer
More than 28 years as a licensed CPA and 25 years managing city finances, including 15 years as a city chief financial officer; Scottsdale’s City Treasurer/Chief Financial Officer since 2021.

Marianne T. Bayardi, Presiding City Court Judge
More than 33 years as a licensed attorney, 18 years as a judge, the past three years as Scottsdale Presiding Judge.

Lai Cluff, Acting City Auditor
Acting City Auditor since December 2022. Over 19 years of government audit experience, including 13 years with the Scottsdale City Auditor’s Office.

Ben Lane, City Clerk
Over 20 years of experience in the City Clerk field, including four years as the Scottsdale City Clerk.

Luis Santaella, Interim City Attorney
Nearly 24 years in the Scottsdale City Attorney’s Office experienced in all functions within the office, led the Prosecution and Victim Services divisions the past five years.
