Scottsdale promotes two longtime leaders to deputy city manager roles

The city of Scottsdale has appointed two seasoned internal leaders, Judy Doyle and Kira Peters, to serve as deputy city managers. It’s a move that reflects the city’s commitment to promoting from within and investing in experienced, values-driven leadership.

City Manager Greg Caton announced the appointments to employees and City Council last week.

“Judy and Kira know Scottsdale — our workforce, our community and our expectations for high-quality public service,” Caton said. “Their appointments reflect the depth of talent within our organization and our long-standing practice of growing leaders from within.”

About Judy Doyle

Judy Doyle most recently served as the city’s Senior Director of Enterprise Operations. She joined Scottsdale in 2003 as a senior budget analyst and advanced through key leadership roles including budget manager, budget director and a nine-month term as acting city treasurer. From July 2023 to February 2025, she served as Community Services assistant executive director.

As Senior Director of Enterprise Operations, Doyle oversees a diverse portfolio that includes Aviation, Economic Development, McCormick-Stillman Railroad Park, Scottsdale Stadium, Tourism & Events and WestWorld. Her work focuses on improving operational performance, strengthening public-private partnerships and enhancing Scottsdale’s economic impact as a premier destination for business, tourism and recreation.

Doyle previously worked for the State of Arizona and in the private sector. She completed her bachelor’s degree in business management and her MBA, both with honors, from the University of Phoenix after earlier studies at the University of Minnesota – Duluth. She is a member of the International City/County Management Association, the Arizona City/County Management Association, Arizona Women Leading Government and is a graduate of Scottsdale Leadership Class 39.

About Kira Peters

Kira Peters brings 35 years of municipal leadership experience to her new role. She most recently has served as Senior Director for Library & Human Services and interim Senior Director for Scottsdale Water.

Peters previously worked as an assistant city manager in Bozeman, Montana, where she oversaw several departments including the fire department, city clerk, parks and recreation, utilities and economic development. Before that, she dedicated more than three decades to the city of Scottsdale in leadership positions across Parks and Recreation, Human Services and the Scottsdale library system.

She holds a bachelor’s degree in psychology from Arizona State University and a master’s degree in public administration with an emphasis on project management from Northern Arizona University. Peters is a member of the International City/County Management Association and Arizona Women Leading Government, and she is the founder and chair of The Women’s Collective, a nonprofit organization dedicated to inspiring and elevating women leaders.

A Scottsdale resident who raised her family here, Peters is strongly focused on community building and describes serving the city as an honor.

Looking ahead

The appointments of Doyle and Peters are part of City Manager Greg Caton’s continued efforts to streamline the organization, strengthen leadership alignment and improve operational oversight. The reorganization is designed to flatten the city’s structure, support clearer decision-making and enhance collaboration across departments.

Additional details regarding portfolio assignments, reporting relationships and implementation timelines will be shared in the coming weeks.

Caton said the changes reflect a thoughtful, forward-looking approach to city management.

“Judy and Kira bring deep institutional knowledge, steady leadership and a strong understanding of how our organization operates,” Caton said. “This structure allows us to better support departments, strengthen accountability and ensure we are delivering high-quality services efficiently and responsibly for our community.”
