Text Amendment Outreach Meetings

In the spring of 2015, a proposal was presented to City Council to repeal Appendix A - Airport Zoning. This appendix is no longer pertinent as the valid provisions were recently incorporated into Scottsdale Revised Code, Chapter 5 - Aviation. Two outreach meetings will be hosted by the City for public review and comment on the proposed text amendment.

FAA Flight Path Changes

In Sept. 2014, the FAA implemented new routes at Sky Harbor Airport as part of its Next Gen, Performance Based Navigation initiative. Read more about the City of Scottsdale's actions and response on the Airport Noise Program page.

Public Meeting on Proposed Text Amendment

The City is hosting two outreach meetings for public review and comment on a proposed text amendment:

In 2014 Chapter 5 - Aviation of the City of Scottsdale Zoning Code was amended. That amendment updated and incorporated Appendix A – Airport Zoning requirements into Chapter 5 - Aviation. The proposed Zoning Ordinance Text Amendment is to repeal Appendix A – Airport Zoning because it is no longer needed since the regulations are now located in Chapter 5 - Aviation. Staff representatives will discuss comparisons between both ordinances and provide a description of changes. New Flight Tracking Tool

The City of Phoenix has launched a public flight tracking system, called Public Vue.links to external site It's made available to provide the community with additional tools to understand flight operations in their area.

Phoenix Metroplex Project

The Federal Aviation Administration has informed the City of Scottsdale that they intend to begin the Phoenix Metroplexlinks to external site Project.

The FAA’s Metroplex program looks at the entire airspace and all airports that use the airspace, and examines how technology can be implemented to improve safety, efficiency, capacity, and environmental impacts (including noise). The PHX Metroplex project will analyze aircraft arrival and departure procedures at a number of airports in a 200-mile radius of Phoenix and specifically includes Scottsdale Airport (SDL) along with Phoenix Sky Harbor International Airport (PHX), Phoenix-Mesa Gateway Airport (IWA), Phoenix Deer Valley Airport (DVT), and Tucson International Airport (TUS). The project may involve changes in aircraft flight paths and/or altitudes in certain areas. Phoenix is one of 21 metropolitan areas in the United States where the FAA is implementing or planning to implement its Metroplex program. This is a separate issue from what was implemented at Phoenix Sky Harbor Airport in September 2014.

In response to the Notice of Intent (PDF) from the FAA, many of the major airports in Arizona have been in discussion and collaboration to make sure that we have a “seat at the table” during the design phase and ask the FAA to conduct significant community outreach to help educate the community.

Attached is a letter (PDF) with a coalition of airports placing this request to the FAA. In addition, attached is a letter (PDF) specifically from the City of Scottsdale, placing the FAA on notice that we want to participate in this process in order to represent the needs of the community and the Scottsdale Airport.

Scottsdale Airport is a general aviation reliever facility with no commercial commuter or airline service and is home to many of the Valley's corporate aircraft.

Scottsdale Airport is an ideal choice for vacationers and business travelers. With an average median temperature of 70 degrees and an average of 360 VFR days a year, Scottsdale provides the country's best year-around flying conditions.

Scottsdale Airport is one of the premier corporate jet facilities in the state. In 1995, the Arizona Department of Transportation presented Scottsdale with the Arizona Airport of the Year award. In addition, one of the Fixed Base Operators located at Scottsdale Airport has been rated among the top 50 by "Professional Pilots Magazine" every year since 1993.

U.S. Customs service is available daily from 9 a.m. to 7 p.m. allows visitors from all over the world to come to Scottsdale, provided they have the proper visas. Direct flights to Ronald Reagan Washington National Airport (DCA) are available through Signature Flight Support, one of two fixed base operators at the airport. 

Scottsdale Airport and its surrounding Commerce Airpark is a major economic asset for the City of Scottsdale. Centrally located in Scottsdale's only industrial-zoned area, the Airport and Commerce Airpark are primary sources of employment. The Commerce Airpark area is headquarters to over 30 national/regional corporations and home to nearly 2,500 small and medium-sized businesses with over 48,000 jobs.
