Do not rely on store websites, packaging or product pictures for WaterSense eligibility. Always utilize WaterSense’s product search to verify your product’s eligibility. Lists are periodically updated, and eligibility may change. If you are unsure, call the WaterSense helpline toll free at 866-987-7367 or email WaterConservation@ScottsdaleAZ.gov.

WaterSense Rebates Overview

Products must be WaterSense labeled and listed on the EPA’s WaterSense product search. Products must be purchased on or after July 1, 2020. Products purchased before July 1, 2020 are not eligible for a rebate. In addition to the required installation photos, photos of the SKU or model number on the packaging can also be submitted to expedite verifying the WaterSense label.

Applicants must abide by the program rules and requirements listed below to qualify for a rebate. For questions, email WaterConservation@ScottsdaleAZ.gov.

Residential:
  • Application Deadline: 4/30/2021
  • Photos of products installed are required
  • Itemized, dated receipts are required
  • Photos of removed products are optional
Commercial:
  • Application Deadline: 3/31/2021
  • Completion & Notification Deadline: 4/30/2021
  • Pre-Inspection & Post-Inspection are Required
  • Itemized, dated receipts are required

Irrigation Controller

WaterSense Labeling Requirements
  • Products must be WaterSense labeled and listed on the EPA’s WaterSense product search. In addition to the required installation photos, photos of the SKU or model number on the packaging can also be submitted to expedite verifying the WaterSense label.
  • Some irrigation controllers, such as Irritrol’s Rain Dial R Series, require additional plug-in components to become WaterSense labeled. Check if additional pieces are required through the EPA’s product search.
Rebate Amount & Eligibility
  • Rebates are for the products only (installation, parts, tax, shipping etc. excluded) with a maximum of $250 per controller.
  • Rebates are limited to one per property after June 30, 2016.
  • Receipts are required and must:
    • Show a purchase date on or after July 1, 2020.
    • List the make and model or SKU.
    • Show the cost of each item.
  • Rebates are not available for only the additional plug-in components (i.e. pairing a new component with an existing, older irrigation controller). To be eligible, all pieces, including the controller, must be purchased together.
  • All pieces must be in new condition and not reconditioned/refurbished or bought second-hand.
  • Other controller pieces not required for WaterSense labeling, such as an associated rain sensor or outdoor enclosure, are eligible if purchased with the controller.
Photo Requirements
  • Take a photo of the controller and each additional component installed at the property and attach it to the online application. Photos of the boxes/packaging or the product uninstalled do not qualify.
    • If the applicant has photos of the existing controller, please include these photos with the application. Photos of the existing controller are not required. However, they are vital information for assessing the effectiveness of the rebate program.
  • Photos must be taken within 10 days of application submission - timestamps will be checked.
  • Altered or mis-representative photos will be considered fraudulent and the rebate will be denied.

Required Pre-Inspection & Map
  • All applicants must have a pre-inspection consultation with a Water Conservation staff member to verify the selected irrigation controller’s compatibility with the site.
    • Per the Irrigation Association’s recommendation, sites with less than 40% irrigation efficiency are recommended to fix the irrigation issues before installing new irrigation controllers. Sites with less than 40% irrigation efficiency may be temporarily denied for an irrigation controller rebate until the irrigation inefficiencies are corrected.
    • Water Conservation staff strongly encourage the use of WaterSense labeled irrigation controllers that have a frequency adjustment function. This programming is the most compatible with our desert environment, soil type, and rainfall patterns. For questions, email WaterConservation@ScottsdaleAZ.gov.
  • As part of the required pre-inspection, the applicant must submit a map of the property with the location of all existing irrigation controllers and note which ones are being replaced. For help with this map, use Google Maps or email WaterConservation@ScottsdaleAZ.gov and we can provide an aerial view of your property.
Rebate Amount & Eligibility
  • Rebates are for the products only (installation, parts, tax, shipping etc. excluded) with a maximum of $400 per controller. Rebate amount is based on the number of stations for the controller:
    • 1-12 stations: up to $250 per controller.
    • 13-16 stations: up to $350 per controller.
    • 17 stations or above: up to $400 per controller.
  • Rebates are limited per property after June 30, 2016.
  • Receipts are required and must:
    • Show a purchase date on or after July 1, 2020.
    • List the make and model or SKU.
    • Show the cost of each item.
  • Rebates are not available for only the additional plug-in components (i.e. pairing a new component with an existing, older irrigation controller). To be eligible, all pieces, including the controller, must be purchased together.

WaterSense Labeling Requirements
  • Products must be WaterSense labeled and listed on the EPA’s WaterSense product search. In addition to the required installation photos, photos of the SKU or model number on the packaging can also be submitted to expedite verifying the WaterSense label.
  • WaterSense labeling states the effective flush volume shall not exceed 1.28 gallons (if dual flush, the effective flush volume is the average flush volume of two reduced flushes and one full flush). Not all 1.28 gallons per flush or less qualify as there are additional performance metrics. Always check the EPA’s product search to confirm product eligibility.
  • Different toilet tanks and bowls can be combined to create a unique product. Verify the toilet and bowl combination is WaterSense labeled on the EPA’s product search.
  • Some ADA toilets are not WaterSense labeled (ex. Toto Drake wo-Piece 1.6 GPF ADA compliant toilet). Verify the product is WaterSense labeled on he EPA’s product search.
