Proposed impoundment and relocation fees

In accordance with A.R.S. § 9-499.15, public notice is hereby given that the Scottsdale City Council may consider approving new impoundment and relocation fees for bicycles, electric bicycles, motorized bicycles, motorized skateboards, motorized play vehicles and stand-up electric mini-scooters at a meeting in the City Hall Kiva, 3939 N. Drinkwater Blvd., at 5 p.m. November 12, 2019, but no sooner than 60 days after the posting date of this notice.

In recent months, the City of Scottsdale has experienced a large number of unlawfully parked devices such as electric scooters and bicycles.  For the time period of 4/16/19 through 7/13/19 alone, 87 civil complaints were issued and filed in city court against device owners for unlawfully parking. This figure does not include informal or electronic notifications sent to device sharing companies through Scottsdale EZ.

S.R.C. §17-78(b)  authorizes city employees as necessary to impound or relocate unlawfully parked, inoperable or abandoned bicycles, electric bicycles, motorized bicycles, motorized skateboards, motorized play vehicles or stand-up electric mini-scooters to protect the health, safety and welfare of the public or as otherwise authorized by law.'

The ordinance does not currently authorize any cost recovery for impounding or relocating any of the above referenced devices.  As impounding and relocating of devices can cause the city to incur significant costs, the City of Scottsdale desires to establish the following fees:

Impound Fee: $50
Relocation Fee: $25
