Notice of Proposed New or Increased Fees for Youth Sport Field Allocation Partner Field Rental and Indian School Park Baseball Facilities

In accordance with A.R.S. § 9-499.15, public notice is hereby given that the Scottsdale City Council may consider establishing or modifying fees for Youth Sports Field Allocation Partner Field Rental and Indian School Park Baseball Facilities at a meeting in the City Hall Kiva, 3939 N. Drinkwater Blvd., Scottsdale, Arizona* at 5 p.m. on July 7, 2022, but no sooner than 60 days after the posting date of this notice.

*Please note that due to the ongoing COVID-19 pandemic, Scottsdale City Council meetings may be held virtually with access by the public limited to virtual attendance through electronic means. However, the meeting is currently planned to be held in person at the City Hall Kiva and also broadcast electronically through Cox Cable Channel 11 and streamed online at ScottsdaleAZ.gov (search “live stream”). Please check the City Council website for the specific agenda for this meeting and the latest updates regarding meetings and the opportunity for public participation and comment at this meeting.

Youth Sports Field Allocation Partner Field Rental Fees – Schedule of New or Increased Fees and Written Report 

City of Scottsdale Parks and Recreation Department has a Youth Sports Field Allocation (YSFA) policy to allow youth sports organizations to partner with and request the use of City-controlled fields/facilities from the City. Approved YSFA partners pay a YSFA partner rate for field rentals due to the benefit they provide to the City and its residents, providing a service to the community and allowing the City to focus its resources on other services for the community, and the obligations and responsibilities they fulfill as a partner team. 

The current Council-approved fees and charges resolution for Community Services includes a $5 per hour fee for Field Rental for Youth Sports Field Allocation Partners. The request is to move from a fixed fee to a formula – 50% of the Council-approved resident field rate – including memorializing an evening field rental rate that includes lighting cost instead of field lighting being a separate fee. The formula will allow for more efficiency and timeliness when adjusting fees and will support the costs associated with maintaining the fields, funding improvements, and addressing the aging infrastructure.  

The YSFA partner teams have been informed of this change and have been provided ample time to make any necessary adjustments to their requested reservations. The YSFA teams support the daytime and higher evening field rental rate that help to recover utility costs for lighting the fields.

Indian School Park Baseball Facilities (ISP) – Schedule of New Fees and Written Report 

Indian School Park Baseball Facilities (ISP) are located on the southeast corner of Camelback Road and Hayden Road.  Historically, ISP has been the home to the San Francisco Giants Minor-League year-round operations.  As of March of 2021, the Giants moved their operations to the Papago facility, and the City of Scottsdale began programming ISP with other uses.   With the change in business model for ISP, fees for facilities that were previously not reservable by the public are necessary to appropriately charge for use of facilities at ISP. The proposed new fees were developed as a result of extensive research of like fees at facilities through Maricopa County.  Parks and Recreation Staff surveyed like facilities in Tempe, Peoria, Phoenix, Scottsdale, Goodyear, and Surprise.  As a result of those surveys, pilot fees comparable to those entities surveyed were implemented through the process outlined in the Resolution No. 12150 from March 1, 2021 to February 28, 2022 unless approved for continuation. The pilot fees were successfully implemented to the public; however, staff subsequently discovered a few fees are priced under market with rising costs to update and to maintain the facilities. 

Accordingly, the following fees are proposed to be adopted on a more permanent basis with the Council-approved fees and charges schedule. These fees are in line with the market value for similar facilities and are in addition to the ISP fees that have already been formally approved by Council (field rental and field preparation fees).
