Notice of Proposed New or Increased Fees for Off Duty Police Officers

In accordance with A.R.S. § 9-499.15, public notice is hereby given that the Scottsdale City Council may consider establishing or modifying fees for Off Duty Police Officers at a meeting in the City Hall Kiva, 3939 N. Drinkwater Blvd., Scottsdale, Arizona at 5 p.m. on January 10th, 2023, but no sooner than 60 days after the posting date of this notice.

Background

The Scottsdale Police Department off-duty police officers can be hired by the public to perform security and traffic control services. Officers are often hired to provide security and traffic control at large and small events, traffic control for projects in the roadway, security for meetings, and many other situations.

Public requests for off-duty officers are managed through the Special Events division. The contractor (the individual or business holding the event) and the city enter into an agreement as outlined in the Scottsdale Police Department Off-Duty Letter of Agreement. 

The Police Department is proposing the addition of holiday rate dates to mirror the City of Scottsdale holiday schedule while keeping the rate of pay the same as the current schedule. The proposed date of implementation of the new dates is January 11th, 2023. 

Proposed Amendment to Fee Schedule

Currently, there are Holiday Fee rates that are calculated at the per hour rate at 150% (multiplied by 1.5) to mirror the City’s overtime rate policy for non-exempt employees.  Those days and times are:

  • Thanksgiving Eve after 5 p.m
  • Thanksgiving Day
  • Christmas Eve after 5 p.m.
  • Christmas Day
  • New Year’s Eve after 5 p.m.
  • New Year’s Day
  • July 4th

Police Department proposes to add the current City of Scottsdale holidays for both actual and observed holidays that are not on the Scottsdale Police Department Off-Duty Letter of Agreement:

  • Labor Day
  • Veteran’s Day
  • Martin Luther King, Jr. Day
  • Presidents Day
  • Memorial Day
  • Juneteenth

Staffing, Workload Impact

There is no additional staff or workload impact. Additionally, there is no financial impact to the General fund.
