Notice of Proposed New Fees for Indian School Park Baseball Facilities

Due to technical difficulties and lack of a quorum, the January 20, 2021 Parks and Recreation Commission was not held. The Parks and Recreation Commission is slated to consider these fees at its meeting at 5 p.m. on February 17, 2021, which is more than 60 days after the original posting date of this notice.

 

Under the City of Scottsdale Community Services Division Schedule of Program Charges, Rental Fees and Fines effective July 1, 2020, and adopted by City Council through Resolution No. 11786 on May 19, 2020, the City of Scottsdale Community Services Director may authorize fees on a trial or “pilot” basis of approximately one year or less, provided any state law requirements are followed, including as necessary the required notice and approval by the applicable board or commission.

In accordance with A.R.S. § 9-499.15, public notice is hereby given that the City of Scottsdale Parks and Recreation Commission (Commission) may consider recommending new fees for the Indian School Park Baseball Facilities at its meeting at 5 p.m. on February 17 (new date) (location and format of meeting to be determined), but no sooner than 60 days after the posting date of this notice.  Following the Commission’s recommendation, the Community Services Director may implement the new ISP Baseball Facilities fees for approximately one year or less.

Schedule of New Fees and Written Report

Indian School Park Baseball Facilities (ISP) are located on the southeast corner of Camelback Road and Hayden Road. Historically, ISP has been the home to the San Francisco Giants Minor-League year-round operations.

In March 2021 this will change, and the City of Scottsdale will begin to program ISP with other uses. With the change in business model for ISP, these fees are necessary to appropriately charge for use of facilities at ISP. The new pilot fees proposed were developed as a result of extensive research of like fees at facilities through Maricopa County. Parks and Recreation Staff surveyed like facilities in Tempe, Peoria, Phoenix, Scottsdale, Goodyear, and Surprise.  As a result of those surveys, comparable fees are proposed. New fees are in line with the market value for similar facilities.  The new pilot fees will in addition to the already established fees for ISP.

The intent is for the fees, if implemented by the Community Services Director, to become effective as of March 1, 2021, on a pilot basis and then be adopted by the Scottsdale City Council on a more permanent basis through the annual Community Services Fees and Charges process for FY 21/22.
