Scottsdale Police Invites Public Comment

The City of Scottsdale and its Police Department are seeking public comment for proposed changes to the Public Safety Plan Ordinance (Scottsdale Revised Code, Chapter 23, ARTICLE IV. - PUBLIC SAFETY PLANS).  Read the Current Public Safety Plan Ordinancelinks to external site.

Highlights of the proposed changes include:

  • Adding a definition for significant bodily injury 
  • Updating the requirements for submitting a public safety plan.

Current requirements include, but are not limited to, hours of operation, crowd management, floor plans, employee lists, and evacuation routes, amongst other items.  Proposed additional requirements include:

  1. Requirement for a line management plan.
  2. Requirement to disclose locations of surveillance equipment and surveillance data storage.
    • Adds failures to comply with uniform requirements 

Security uniforms have been identified as a public safety challenge.  Unmarked or poorly marked security personnel can lead to escalated physical altercations due to a lack of apparent affiliation with the business.  Updates include changes to acceptable security attire and that only acceptably dressed personnel can act as security personnel with certain exceptions for management personnel and door staff.  

  • Addition of a provision relating to the failure to preserve evidence of a potential public safety incident

All businesses required to have a public safety plan will be required to preserve any and all evidence of a public safety incident for 30 days.  

  • Line Management Requirement

All businesses required to have a public safety plan will be required to manage lines queuing for entry into their establishments.

All public comments must be submitted by May 2, 2022.
