Feedback requested on laser and tactical light ordinance

On March 16, 2021, the Scottsdale City Council will consider adopting Ordinance #4439 which will prohibit intentionally or knowingly aiming a laser pointer, laser emitting device or tactical light at a peace officer, law enforcement employee or firefighter.  Currently, A.R.S. Section 13-1213 (state law) prohibits aiming a laser device at a peace officer but does not protect other law enforcement employees or firefighters. 

This prohibition also does not include aiming tactical lights at peace officers, other law enforcement employees or firefighters. A tactical light is a flashlight or other light either handheld or used in conjunction with a firearm for the purpose of either aiding low-light target identification or disorienting a human target by causing at least temporary blindness. Both laser devices and tactical lights can cause temporary blindness and jeopardize the safety of public safety employees. A laser device can also cause permanent damage. 

Ordinance #4439 is necessary in order to protect additional classes of public safety employees along with providing these employees protections against the misuse of tactical lights.
