Notice of Public Hearing FY 2023/2024 Annual Action Plan Fifth Substantial Amendment to FY 2019/2020 Annual Action Plan

The city of Scottsdale will hold a public hearing May 2, 2023, 5 p.m. at City Hall, 3939 N. Drinkwater Blvd. Scottsdale, AZ. 85251 to obtain citizen input and comment on its Fiscal Year 2023/24 Year four Annual Action Plan and Fifth Substantial Amendment to FY 2019/20 Annual Action Plan. The formal comment process commences March 22, 2023, and ends May 2, 2023. The Annual Action Plan includes an Application for Federal Assistance to the U.S. Department of Housing and Urban Development (HUD) for Community Development Block Grant (CDBG) funds for FY 2023/24 (July 1, 2023, through June 30, 2024) and a Substantial Amendment to FY 2019/20 Annual Action Plan. Written comments should be addressed to City of Scottsdale, Community Assistance Office, 6535 E. Osborn Road. – Building 8, Scottsdale, AZ 85251. The Annual Action Plans for FY2022/23 and 2019/20 and the Consolidated Annual Performance and Evaluation Report (CAPER) for FY 2020/21 are available for review at the Community Assistance Office. Those interested in receiving a copy of the Annual Action Plan and/or the CAPER report may do so by contacting Mary Witkofski, Community Development Supervisor at [email protected] or 480-312-2479. These documents may be made available in alternate formats upon request. The key items, which may be addressed during the public hearing, will include, but not be limited to, the following items for the Annual Action Plan and Substantial Amendment:

  • The city of Scottsdale will be allocating approximately $1,235,073 in CDBG funds in FY 2023/2024, to benefit eligible low/moderate income persons with needed public services, housing rehabilitation, acquisition of real property, public facilities and economic development. Funds will also be used for planning and administrative costs.
  • The city of Scottsdale will be re-allocating approximately $22,000 in CDBG-CV funds in FY2019/20 Fifth Substantial Amendment to the Annual Action Plan to benefit low/moderate income persons through a Heat Mitigation Study in zip codes 85251 and 85257.
  • The city of Scottsdale will be re-allocation approximately $269,000 in PY21 HOME Investment Partnership Program for the FY 2023/2024 nonprofit agencies to provide housing services and Community Development Organization (CHDO) operations.
  • The city of Scottsdale will be allocating. Approximately $355,614 in HOME Investment Partnership Funds for Tenant Based Rental Assistance to the Elderly and administration.

Citizens may comment on any aspect of the Annual Action Plan and/or the city’s performance in addressing housing and community development needs.
