The City is required by state law to conduct random verification of the employment records of its service contractors and their subcontractors to ensure compliance with required use of the federal E-Verify employment eligibility program. Since 2010, after Arizona’s Legal Arizona Workers Act (LAWA) went into effect, the City Auditor’s Office has periodically audited selected contractors’ compliance with this requirement.
Auditors selected five contractors with City services contracts during FY 2017/18 for E-Verify employment eligibility testing. Additionally, four of these contractors used subcontractors , so we also selected seven subcontractors for testing. Auditors randomly selected a sample of applicable employees for testing. While the verifications of one contractor and two subcontractors were dated after our audit request rather than within 3 days of the original employment dates, all of the selected contractors and subcontractors provided the required E-Verify documentation.
