This audit evaluated contract compliance and effectiveness of contract administration for the Coronado Golf Course lease. The City’s 36 acres along with 8 acres owned by Odanoroc LLC has been operated as a 9-hole golf course and driving range. In November 2005, the City entered a new 30-year lease with Odanoroc LLC to operate the course, which is located just south of Thomas Road and east of Miller Road.

Remedial actions have not been taken despite the golf course operator’s noncompliance with lease terms. The operator had not made the first lease payment, which was due in July 2021. Based on summary records the operator provided, this overdue amount is estimated to be approximately $9,400.  However, although required by the agreement, the operator did not provide detailed transaction records for this audit to substantiate the receipts. Further, the operator had not timely addressed past safety and maintenance issues. As well, the City’s contract file documenting decisions and actions related to the agreement should be more complete and organized.

The department agreed with the recommendations and estimated completing its action plan by May 31, 2022.
