Cigna OAP + HSA

Plan Overview

The City of Scottsdale Cigna OAP + HSA plan offers two tiers of coverage within a single plan design. As a participant, you have the choice of using a contracted network of providers for lower out-of-pocket expenses or you may utilize out-of-network providers and incur higher out-of-pocket expenses and possibly all billed charges. Participants can choose either tier of benefits at any time. This plan has a $1,600 (individual)/ $3,200 (family) in-network deductible and a separate $4,000 (individual)/ $8,000 (family) out-of-network deductible. Wellness and preventive programs included. The city will make contributions to employee health savings accounts for those enrolled in this plan: $500 annually for employee only coverage and $1,000 annually for employee plus spouse, child, or family coverage. 

Provider Network

The Cigna OAP + HSA medical plan has an enhanced network of physicians and other healthcare providers. Cigna OAP + HSA members may also receive services from the Mayo Clinic Scottsdale and Mayo Clinic Hospital, however, the doctors and hospitals will not be listed in the Cigna directories and additional charges may apply.

Retail pharmacy

When visiting the pharmacy, provide them with your Cigna ID card. The pharmacy will need the information on your card to check eligibility and to update your records.

Health Savings Account (HSA)

A health savings account is a tax-favored savings account created for the purpose of paying medical expenses. The account is tax deductible, tax free and unused money isn't forfeited at the end of the year. Qualified medical expenses include unreimbursed medical expenses of the employee, his or her spouse or dependents. The HSA cannot be used to pay pre-tax premiums.

In order to qualify for an HSA, the following conditions must be met:

  • Covered by an IRS qualified high deductible healthcare plan: the city's Cigna OAP + HSA plan qualifies.
  • Not covered under other health insurance
  • Not enrolled in Medicare
  • Not another person's dependent

2024 HSA Contribution limits apply:

  • Single - $4,150 (including city contribution)
  • Family - $8,300 (including city contribution)
  • 55+ - an additional $1,000
