This audit reviewed costs and controls related to the Facilities Management department’s preventative maintenance and repair program, which services the City’s facilities and building-related equipment. The program’s operating costs have ranged from $6.7 million to $8.4 million over the past three fiscal years, with an additional $1.5 million to $2.1 million in capital funding.

We found that improved data collection and quality controls are needed before reliable preventative maintenance program analysis can be performed. Also, the department has not developed a strategic plan, policies and procedures for effective resource management or performance analyses for the program.
