Westland Drive & Hayden Road Intersection Improvements

October 2010 UPDATE


The Westland Improvement project consists of additional pavement for bike lanes from 85th to 84th Streets, curb and gutter construction at the 82nd Street alignment, and a pedestrian refuge in the existing center median east of Hayden Rd.  The project is tentatively scheduled for construction at the beginning of November 2010. Unfortunately, the project was delayed due to the time sensitivity of completing the “American Reinvestment and Recovery Act, (ARRA)” projects before the funding deadline expired. June 2010 UPDATE


Since the public meeting was held last August, Transportation staff has been attempting to address as many of the concerns as possible that were brought to our attention.

One of the requests was to install a bike lane on the north side of Westland, west of Hayden Road. This was accomplished by modifying the existing striping rather than reconstructing the mile segment from Hayden Road to Scottsdale Road. Westland_PedXing

We have checked sight distance at several intersections and trimmed up landscaping to improve the conditions. We also have made signing and striping changes on Westland.

Additional improvements are tentatively scheduled to occur this summer and will include adding pavement along both sides of Westland from 84th Street to 85th Street to accommodate bike lanes.

There will be curb modifications and pavement added between 81st Street and 83rd Street to improve the cross-over section. We will also be constructing a pedestrian refuge (similar to the above picture) in the Westland median near Hayden Road.

Once all of these improvements are completed, we will hold another public meeting with area residents. We will again discuss the proposal to change the intersection of Hayden & Westland from a four-way to a two-way stop and listen to the concerns of the residents. 

We recognize that there are residents opposed to the removal of the four-way stop and there are also a number of residents who have contacted us to support changing it to a two-way stop due to concerns about safety (vehicles not stopping on Westland at Hayden) and the unnecessary delay.

We are doing our best to be responsive to all concerns, while at the same time making sure our roadway system is the safest and most efficient that it can be, which is our number one priority.

May 17, 2010 UPDATE


Thank you for all the comments and emails we’ve received regarding the all-way stop at the intersection of Westland Drive and Hayden Road and the proposed improvements along Westland. The design plans for the improvements on Westland have been finalized and construction is tentatively scheduled for summer 2010.  The improvements on Westland will include striping, signage, curb modifications, additional asphalt for bike lanes and a pedestrian refuge area in the existing median just east of the intersection of Westland and Hayden.

Thank you to everyone who attended the neighborhood meeting on Monday, August 17th at the Desert Hills Presbyterian Church. Over forty residents attended and provided us with great feedback for the entire stretch of Westland from Scottsdale to Pima roads.

We are still compiling your comments regarding the all-way stop at the intersection of Westland and Hayden; and will provide further details once all feedback has been received and documented.

Based on the information residents provided at the meeting regarding the safety on Westland Drive between Scottsdale and Pima roads, Transportation staff has initiated the following:

  • Working with staff from Code Enforcement to ensure landscaping on the side streets along Westland is trimmed and maintained properly for appropriate intersection sight distance
  • Continued maintenance for the vegetation in the center medians along Westland through the city’s Parks and Recreation Department
  • Working with Police to address speeding concerns and additional enforcement has been added to their rotation schedule
  • Installation of additional signs and upgrading some existing signs to high-intensity reflective signs to direct drivers through the jogs between Hayden and Pima roads
  • Raised, reflective pavement markers on both sides of the double yellow through the jog at 84th Street (It is noted that raised pavement markers are already installed through the jog at 82nd alignment)
  • Evaluate sight distances at all intersections
  • Currently, there is an eastbound bike lane on Westland between Scottsdale and Hayden, (on the south side of the street.)  As part of the improvements to Westland, a bike lane westbound (on the north side of the street) will be added when this section of the street is restriped.  
    • In addition, bike lanes will be added in both directions on Westland between 85th Street and Pima Road.
  • Evaluating enhanced pedestrian crossing options at Westland and Hayden intersection

All of the items listed above are scheduled to be completed in early 2010.
