What is it?
The City of Scottsdale 2003 Transit Plan is the policy guide for the development of the city’s transit system. The plan describes what transit should look like in Scottsdale.

City Council, Transportation Commission, City transportation and long-range planning staff, Valley Metro and its member cities, Community Groups, Developers, Businesses, Citizens.
Why was it developed?
The previous Transit Plan was approved in 1990. Given the growth of transit services in the city since the late 1980s, an updated plan was needed that would shape the future development of the transit system.
City Council Approved - February 2003
Key Points:
- Explicitly ties transit implementation to customer demand, system performance and funding availability.
- Recommends changes to existing transit, including expanding service on the Scottsdale Trolley to Sundays and for longer hours every day.
- Recommends 15 new transit services, both for areas with existing demand and those likely to see growth in the future. Included in the recommendations is a second Scottsdale Trolley route for downtown and a neighborhood circulator in south Scottsdale.
- Describes programs designed to meet the special transit needs of senior citizens and people with disabilities.
- Outlines operating procedures for route design, fare pricing, bus stop placement and other features.
- Establishes transit system performance standards.
- Provides guidelines for capital improvements and funding.
- Suggests methods of integrating transit into land use planning and street design.
