The Shea Character Area Planning processes continues as planning staff research and analyze each of the seven smaller character areas located in the greater Shea Character Area boundary. Once this process is completed, staff will begin writing a preliminary draft of the Shea Character Area Plan’s Vision Statement and Values, Land Use, Character and Design, and Mobility goals and policies. Upon completion, these draft goals and policy statements will be reviewed by residents during spring 2012 outreach events. Notification of these outreach events location, time, and date will be sent to all stakeholders on the Shea Character Area contact list, listed on this website, as well as newspaper ads and the City of Scottsdale’s TV Channel 11.

What is the Shea Character Area?

Shea LogoThe 2001 Scottsdale General Plan recommends character area planning as a way to define, maintain and/or enhance a desired ‘character’ for a specific area and to maintain the quality of planning and development in Scottsdale. The City of Scottsdale is in the process of creating a Character Area Plan (CAP) for the Shea area, with the community. 

The Shea Character Area encompasses 21,895 acres located in northeast portion of the Valley of the Sun, within central Scottsdale. The Shea Character Area’s specific boundary markers include Southern Scottsdale and Indian Bend Road to the south, the Greater Airpark, the Central Arizona Project, and Thunderbird Road to the north, North Palisades Boulevard and the Town of Fountain Hills to the east, and North 60th Street and the City of Phoenix to the west.

The Shea Character Area represents the most populated section of the City of Scottsdale, home to approximately 40 percent of the City’s total residents. The area is also a major sub-component of Scottsdale’s overall economy, with every major sector being well represented in the area including hospitality, financial services, business services, research and development, and health care. The City of Scottsdale’s recent General Plan economic analysis describes central Scottsdale as the “economic powerhouse” of the city. To continue this momentum, the city supports strengthening its relationships with the business community, facilitating revitalization and reinvestment, and building on the opportunities and strengths found in the Shea Character Area.

The Shea Character Area is set apart by its geographic location, superb amenities, and diverse housing stock that make it a desirable place to live, work, and play. The Character Area Planning process will help to ensure that this area will continue to retain its prominent characteristics well into the future.

Planning Process

The planning process for the Shea Character Area Plan is comprised of six phases:

Phase I: Understanding the Shea Character Area
Complete an existing conditions report to establish a baseline understanding of the Shea Character Area.

Fall 2010

Completed

Phase II: Developing a Vision 
Community outreach:

  • Workshops to identify vision themes and priorities
  • Forums, cafe conversations, focus groups, and other activities to refine the vision
  • Share the community vision

Spring 2011

Completed

Phase III: Drafting the Plan

City staff and the community develop a draft Shea Character Area Plan. Continue outreach activities and help to review and refine the draft document goals and policies with the community.

Spring 2012 / Spring 2013

Current

Phase IV: Final Plan
Final draft plan document outreach for final stakeholder review.  Refine draft Shea Character Area Plan document based on public comments.

 Summer 2013

UPCOMING

Phase V: Adoption
Conduct formal adoption process by presenting the plan at Planning Commission hearing and City Council hearing. Adopt the final Shea Character Area Plan and amend 2011 Scottsdale General Plan.
