Chapter 16 Article VI of the City Code -"Massage Therapists, Rolfers, Massage Facilities and Bathhouse Licenses" has been revised and was adopted by the City Council on June 3, 2003.

Summary of Changes - Facilities Licenses
  • Annual fingerprinting and Background investigation of all controlling person(s)
  • Once revoked, no massage facility can re-license at same location for one year
  • Employee log for all employees maintained and available for inspection at Massage Facility
  • Application changes
  • Disclosure requirements for all "controlling" persons
  • Local point of contact required
  • Process for non-acceptance of application
  • New crimes/unlawful acts
  • New penalty scheme
  • New fee structure
  • General update and re-organization
  • Cannot be open or perform massage therapy between 10:00 p.m. - 5:00 a.m.
  • One Massage Facility license issued for one street address
  • Must provide a completed employee log at time of application and renewal
Summary of Changes - Therapist Licenses
  • National Certification = Leaving Scottsdale's web siterequired at time of application for new applicants (local testing available)
  • Currently licensed Massage Therapist may renew without National Certification (Grandfather existing license holders)
  • Consolidation of On and Off premises Licenses
  • Uniform/current standards
  • Annual fingerprinting and background investigation
  • Application changes
  • Process for non-acceptance of application
  • New crimes/unlawful acts
  • New fee structure
  • General update and re-organization
  • Shall be a high school graduate
  • Maintain a log
  • ID anywhere on outer clothing while available or administering Massage Therapy
  • Cannot perform Massage Therapy between 10:00 p.m. - 5:00 a.m.
  • Eliminated the Board which was to administer a practical exam
