Major General Plan Amendment Process


 

What is the background for the process?

Arizona State Law requires that all requests for Major General Plan Amendments be presented at a single public hearing during the calendar year in which the proposal is made. Therefore one City Council hearing is designated each calendar year to consider these applications. In addition, a two-thirds majority vote of the City Council is needed to approve them.


 

Are you deciding whether to submit?

Applicants should meet with Advance Planning staff as a preliminary meeting to review their proposal and obtain confirmation as to whether their concept qualifies as a Major General Plan Amendment. For a consultation meeting, call 480-312-7990.


 

Activities that should be completed prior to submittal:


1.  Initiate Neighborhood Involvement (pdf / 34 kb / 2 pgs)

  • An open house meeting is required for a Major General Plan Amendment process. 
  • The applicant is required to contact their list of community members for neighborhood involvement at least two times prior to the public hearing process.  Please review the Public Notification Requirements (pdf / 62 kb / 1 pg).

2.  Complete application and supporting documents/graphics

Applicants are encourage to consult with Advance Planning staff regarding process, application requirements and other Major General Plan Amendment details prior to application submittal.


 

When you are ready to submit an application:

According to the above schedule of events, set a meeting with Advance Planning staff prior to submitting your application. After that preview meeting, applications for Major General Plan Amendments may be submitted at the One Stop Shop.
 

What happens after your application is submitted?

City staff will review your application to confirm all submittal requirements have been satisfied. If any submittal requirement is missing, staff will require those missing items to be submitted before the application is formally accepted as a complete submittal. If there are uncertainties about any documents, graphics, or other supporting application materials the staff will contact the applicant to request clarification or amendments to the application.


 

What happens after staff determines that your application is complete?

Each step of the process will be completed concluding with the City Council hearing at which the final decision will be made regarding the proposal.
