Phase 1: Data Collection and Analysis (2009) Initial stages of the process include reviewing related studies, plans, policies, and existing conditions. From this comes the development of a background report. |

Phase 2: Community Engagement and Drafting of Plan (September - December 2009) In this phase, extensive public outreach is initiated. Staff will be attending civic and community meetings to provide information about the update. A survey will also be distributed to reaffirm the city vision and values. All of the information gathered to date is compiled and a draft plan is created based upon that data and public input. |

Phase 3: General Plan Working Group (January - August 2010) A board and commission working group will be formed to review the draft 2011 General Plan. |

Phase 4: Public Review and Adoption by City Council (September 2010 - October 2011) The plan will be available for public comment. The Updated General Plan will go through the major General Plan amendment process. This is a nine month process that includes extensive public involvement along with Planning Commission and City Council hearings. The General Plan will go before the City Council for adoption in October 2011. |

Phase 5: Voter Ratification (August 2012) Per State Statute, the General Plan must be placed on the ballot to be ratified by the voters. |
