Strike-outs mean the word or phrase has been deleted. A word or phrase in all uppercase means it is new for the General Plan 2011. If a goal or policy was deleted, a short explanation, shown in italics, has been provided to explain why.

Economic Consultant report
On February 16, 2010, the Scottsdale City Council approved a contract with Applied Economics to provide a citywide economic study consisting of economic development, land use, and fiscal impact analysis for the city and its three sub-regions (north, central, and south). The following are the reports provided to the city by the consultant, as anticipated under the contract. These reports will assist in updating the goals and policies of the General Plan and provide the basis for the creation of an Economic Vitality Strategic Plan.
