Economic Consultant report

On Feb. 16, 2010, the Scottsdale City Council approved a contract with Applied Economics to provide a citywide economic study consisting of economic development, land use, and fiscal impact analysis for the city and its three sub-regions (north, central, and south). The following are the reports provided to the city by the consultant, as anticipated under the contract.

Scottsdale General Plan 2035

The General Plan Task Force put their finishing touches on the draft Scottsdale General Plan 2035 document in November 2014. The Task Force recommended the draft plan to the Planning Commission, thus disbanding their role as a public body. The Task Force draft was the result of a community-driven process including community outreach events, public review drafts of the plan, and Task Force public meetings.

Scottsdale General Plan 2011

The Scottsdale General Plan 2011 was created through a community outreach and public hearing process. It occurred between 2009 - 2011. The plan was primarily an update of the Council-adopted and voter-ratified City of Scottsdale General Plan 2001 that is already in place. Thus, the majority of the 2011 plan included goals and policies retained from the City of Scottsdale General Plan 2001.
A Council-directed 19 member citizen working group reviewed and modified by consensus every goal and policy in the update. The final document went before City Council and was adopted on Oct. 25, 2011. Finally, the Scottsdale General Plan 2011 went before voters for possible ratification on March 13, 2012.
The Final Special Election results as reported by Maricopa County for City of Scottsdale Proposition 430 - Scottsdale General Plan 2011 - included a YES vote of 48.02% versus a NO vote of 51.98%. Consequently, the Scottsdale General Plan 2011 was not ratified by voters. Based on the outcome of the March 2012 Special Election, the City of Scottsdale General Plan 2001 remains in effect until such time that a new General Plan is approved by the voters.
