CITY COUNCIL VOTED TO SUSPEND EMSD FUNDS
On May 17, 2005, City Council voted unanimously to adopt a zero assessment for downtown property to pay for marketing in the Enhance Municipal Services District (EMSD). The assessment has been in place since 1998 and has historically generated approximately $500,000 for marketing and promotion.
Accordingly, the Maricopa County Assessor will not issue any assessments to downtown property owners for Enhanced Municipal Services in the coming year. Council has directed staff to research other options for marketing downtown.
The Enhanced Municipal Services District (EMSD) Commission was formed by the City Council to advise the Council on matters concerning the expenditure of revenues from assessments collected within the EMSD in Downtown Scottsdale. The seven members must be Scottsdale residents and be a business or property owner or employee of a business/property owner within the EMSD boundary.
