Increase approved for Development Review Process Fees Scottsdales FY
2005-06 budget, approved by City Council on May 17th, includes a 3% increase in
development review process fees. These fees are reviewed and updated each fiscal year, as
well as approved by City Council. Fees were not increased for the current FY
2004-05. This fee increase will cover the modest costs to provide services that have
increased over the past two years.
Below are a few financial and contextual aspects that have been attributable to the
increase:
- Increase in citywide personnel costs over the past two years
- Increase in citywide general overhead
- Increase in general liability
- CPI for the past two years is approximately 3%+
- Construction cost index is 8.8%
Local and national trends, such as the construction cost index, inflation and consumer
price index, reflect a 3 to 8% increase.
Building permits must be pulled prior to July 1, 2005 to be assessed at the current FY
2004-05 rates. The FY 2005-06 fee structure will be assessed with all building permits
processed after June 30, 2005.

Water
& Sewer Development Fees Increase 8.8% effective July 5, 2005 This
increase includes residential and non-residential development fees.
On April 5, 2005, the City Council adopted increased fees for fiscal year 2005/06 based
on the Engineering News Record construction cost index.
Water & Sewer Development Fees are charges for the purpose of compensating the City
for the additional costs of infrastructure or water purchases incurred by development.
These fees are adjusted annually. The City currently charges:
- Water Development Fees for the cost of new water treatment, production, pumping, storage
and transmission facilities required by developments;
- Sewer Development Fees for the cost of sewer capital expansion for enlargement of the
publicly owned treatment works and the sewer collection system; and
- Water Resource Development Fees for the costs of acquiring and leasing new water
supplies and for reclamation recovery of the groundwater aquifer.
