Neighborhood Notification and Involvement

Public participation policies for projects in the Public Hearing Process

 

The City of Scottsdale has two separate notification and involvement policies; the project type determines which policy is applicable (see process chart for listing of project types and requirements). Neighborhood notification and involvement requirements must be met PRIOR to formal application submittal. The goal is to ensure notification and community involvement prior to the filing of a formal application. Additional notification is required for the public hearing process pursuant to State Statutes and the Zoning Ordinance.

 

A. Neighborhood Involvement Plans

Neighborhood Involvement is required for all General Plan, Conditional Use Permits (including Municipal Use Master Site Permits), Abandonments, Development Review Board, and Board of Adjustment cases. Requirements vary by project type and scale; specific requirements are outlined by staff at the pre-application conference.

 


Typical Neighborhood Involvement Requirements:

  • Informing neighbors of proposal (applicants are required to do so, but the city will send postcard notifications as well)
  • Posting signs on the property
  • An open house
  • Neighborhood Involvement Report documenting completion of requirements

B. Citizen Review Process

Much more detailed and complex that the Neighborhood Involvement Plans, the Citizen Review Process is intended for the more complex projects with a greater impact on the neighboring properties. The Citizen Review Process is required for all Rezonings, Text Amendments, Stipulation Amendments, Amended Development Standards, and Site Plan Approvals (see Zoning Ordinance Sec. 1.305 C, Citizen Review Process).

 

 

Typical Citizen Review Process Requirements

  • Citizen Review Plan submitted prior to notification & involvement efforts
  • Informing neighbors of proposal (applicants are required to do so, but the city will send postcard notifications as well)
  • Posting signs on the property
  • At least one open house
  • Citizen Review Report documenting completion of requirements
