CLUSTER HOMES:
Clustering is a development design method by which - in limited areas - buildings may be
constructed closer together and on smaller lots. This permits more open space in which
land can be used for a variety of open space purposes, such as parks, trails, etc.
DENSITY:
Density is the maximum number of dwelling units allowed by the zoning ordinance, based on lot size.
ESL:
Environmentally Sensitive Lands (ESL) are the
desert lands and mountains in North Scottsdale, and there is a special set of zoning
regulations which control development in these areas. The special zoning regulations are
defined in the Environmentally Sensitive Lands Ordinance (ESLO).
HD:
Hillside Development Area is part of an old
zoning district classification known as Hillside District zoning. This classification has
since been replaced with the newer and more environmentally responsible Environmentally
Sensitive Lands Ordinance (ESLO). The HD area was that part of the old zoning district
wherein development was permitted, as opposed to HC (Hillside Conservation Area) where no
development was allowed. For example, today, rather than R-4R HD and/or R-4R HC, the
district would be R-4R ESL.
GENERAL PLAN:
The General Plan, adopted by the City Council after public
hearings and citizen input, is a comprehensive, long-range policy document that guides the
ultimate physical development of Scottsdale.
LAND USE ELEMENT:
The Land Use Element, a component of the
General Plan, is an illustrative map and is intended to reflect the distribution of types,
amounts and location of land uses, which, along with the policies in the General Plan,
establishes the expectations for the ultimate development of Scottsdale.
NAOS:
The NAOS (Natural Area Open Space) designation
indicates areas which shall be permanently maintained as open space in order to preserve
Environmentally Sensitive Lands.
R1-70:
R1-70 denotes land designated for Single Family Residential use; minimum lot size is
70,000 square feet.
R1-130:
R130 denotes land designated for Single Family Residential use; minimum lot size is
130,000 square feet.
NAOS DENSITY INCENTIVE:
The NAOS Density Incentive is a special consideration which may be granted to applicants
who provide more NAOS than is required. This special consideration is in the density
otherwise allowed for the particular area, and may not exceed 20% of that density. The
density of any give area refers to the number of dwelling units allowed per acre.
OVERLAY:
An overlay is a set of regulations and/or policies that will be applied to a particular
area in addition to those policies and regulations already utilized in the area.
PARKING MASTER PLAN:
A parking master plan is presented as an option when strict adherence to the required
parking standards may promote unsafe or inefficient parking facility design or cause an
excessive number of parking spaces, resulting in excessive paving and/or inefficient land
use.
USE PERMIT:
A Use Permit is a document granting the applicant/owner
of a lot, building, or structure permission for the requested use. "Use" can be
defined as any activity, occupation, business or operation transacted in a building or on
a lot/tract of land. Allowable usage is defined in the current zoning of the property. A
Use Permit for the applicants request is given (or not) at the discretion of the
City Council after the required public hearings (Planning Commission and City Council).
RECOMMENDED STUDY BOUNDARY:
The Recommended Study Boundary in this case is the geographic area in Scottsdale where the
City can use proceeds from a tax approved by voters in 1995 to purchase land for inclusion
in the McDowell Sonoran Preserve.
REGIONAL USE:
This designation is intended to provide flexibility for land uses where it can be
demonstrated that new land uses are viable in serving a regional market. Some of the uses
include (but are not limited to) corporate offices, region-serving retail, major medical,
educational campus, tourism, and destination-attraction uses.
SETBACKS, FRONT, BACK, AND SIDE YARD:
A setback is the distance (measured at right angles to the
boundary) between the boundary of the property and the main wall of the building on the
property.
