Housing Choice Voucher Program (Section 8)

About the Program:

The Housing Choice Voucher Program is funded through the U.S. Department of Housing and Urban Development (HUD).  This program offers rental assistance which is based upon the household’s income. Families must be income eligible based on the Housing Choice Voucher Program Income Guidelines, which are below.  The program provides affordable and safe housing opportunities for lower-income families, senior citizens and persons with disabilities.  The Scottsdale Housing Agency (SHA) subsidizes the rent of eligible families by paying a rental subsidy directly to the landlord each month under a Housing Assistance Payment (HAP) Contract.

Eligibility Guidelines
:

The HCV Program is limited to extremely-low and very-low income individuals and families. The SHA will determine eligibility based on the following criteria:

1. Annual gross income of the household is at or below income guidelines
2. U.S citizenship or eligible immigration status
3. Documentation of social security numbers for all members of the household
4. Criminal background screening

If you meet these initial requirements, the SHA will then process your application for assistance and determine if you meet any of our preferences: 1.) living/working in Scottsdale 2.) elderly/disabled .

Housing Choice Voucher Program Payment Standards

Effective October 1, 2014, Maricopa County Fair Market Rents.
The table below provides the maximum rent limit per bedroom size. These limits include the rent, tax and utilities for each unit.

Current Waitlist Applicant Information:

The SHA maintains a single waitlist for the HCV Program.  The waitlist will be updated annually to ensure that all applicants and applicant information is current.

Please be aware that your waitlist position number can change on a daily basis.  When the SHA has reached your position number, we will send you an appointment letter for an Income Interview.  This interview will officially determine your eligibility for the HCV Program.

Until you are pulled from the waitlist for an interview, it is very important you report any changes in your household income, family composition and contact information (i.e. address, mailing address and phone number.)  If your current information is not provided to the SHA, your name could be removed from the waitlist.

All changes must be submitted in writing to the SHA.  You can print out the Waitlist Change form from our Section 8 forms link. Once completed this form can be mailed, emailed, faxed or hand delivered to our office.  Until the SHA receives your written request, we are unable to update your file. 

What you need to know about Portability:


Contact the SHA to verify if we are Billing or Absorbing port-in clients

 

Portability allows you to move to a unit outside Scottsdale's city limits and take your voucher with you. You are eligible for portability if you either lived in the City of Scottsdale when you first applied for a voucher or you are an active participant on the HCV Program for longer than 12 months.


To qualify for portability, the voucher holder must meet the following criteria:
1. Be a current voucher holder with the SHA
2. Be in good standings with the SHA and your landlord
3. Not have any outstanding debts owed to the SHA or landlord
4. Be in compliance with your family obligations

If you meet the above criteria, you must then submit your request in writing to your housing specialist. Once your housing specialist has received your request, your eligibility for portability will be determined and finalized. If you are eligible for portability your housing specialist will then contact the Housing Authority (HA) for the jurisdiction you wish to move to, to verify they administer the HCV Program.

Reasonable Accommodations:

The definition of Reasonable Accommodation is a change, exception, or adjustment to a rule, policy, practice, or service to allow a person with disabilities to fully access the PHA's program or services.  As long as the accommodation does not create an "undue financial and administrative burden" for the PHA or result in a "fundamental alteration" of the program or service offered, the PHA will approve the request.
