12:45 PM Update:


The suspect has been identified as MARIO RIVERA SALGADO, DOB – 07/10/70. The investigation into this situation is ongoing. Detectives are working diligently to determine what crime(s) were committed in this case.

Though the child and her mother are Phoenix residents they were at the apartment complex visiting a friend of the mother’s when the child went outside to play with other children in the complex. It is believed that the suspect lured the child to his vehicle in the parking lot.

Though previously stated that the suspect was known to the victim and her mother, it was as someone they had seen previously in the complex, not as a family friend.

4:15 AM Update:

Early this morning investigation led detectives to a house in Phoenix where a male suspect had brought Anna Lucia without permission. Anna Lucia was recovered without any signs of injury, however at this time investigation and interviews are ongoing. The male subject is a resident of the 7110 E. Continental apartment complex and is known to Anna Lucia and her family. Anna Lucia has been turned back over to her mother.

At this time the suspect's name is not available as the interviews with him are also continuing. Kidnapping and any possible additional charges are pending.

Original Report:

SPD is in the area of 7110 E. Continental in reference to a missing 5 year old girl.

At 8:00 pm Anna Lucia Garibay was last seen outside of her friend's apartment playing with others. At 8:20 pm her mother called police stating that the child was missing. At this time there is no additional information on her whereabouts. Attached is a recent photo of Anna Lucia. She was last seen wearing an orange top and flowered skirt. She is described as a Hispanic female, 35 lbs and 30 inches tall. Her hair is in a pony tail.

Any information should be forwarded to the Scottsdale Police Department.
