Per City of Scottsdale Revised Code Sections 49-47, 49-143 and 24-26, a deposit may be required and billed and paid as part of the first monthly bill. The deposit is based on a two month average bill for the past 12 months for each particular property. The City holds the deposit (with no interest earned) until the 13th billing after twelve timely payments have been made on the account. The whole deposit is then applied to the account as a credit. If the renter moves out before the deposit is applied to the account, it is applied to the final bill and the difference (if any) is refunded.
