Speed Hump Policy

The General Manager of the Transportation Department has the discretion to allow the installation of speed humps on public streets in Scottsdale subject to the following criteria.  The General Manager also has the discretion to waive or vary any of the listed criteria.  The General Manager may elect to recommend public hearings before the Transportation Commission or the city council.

  1. The street is a local residential street with driveways. 
  2. Streets classified as minor collectors may also be considered provided that:
      1. There are fewer than six houses per one-eighth mile with driveways onto the street.
      2. The street is no longer than one mile in length.
      3. The street is no wider than 40 feet measured from back of curb to back of curb, or edge to edge of asphalt in the absence of curbs, and
      4. The street does not have any signalized intersection
  3. A petition is submitted.  The petition shall be in complete compliance with the format attached to this document.  All information except the signatures shall be printed.  The "yes" shall be checked by 75% of the residents and property owners of the affected area.  The affected area shall be defined as all residences on the subject street and three dwelling units on intersecting streets either side of the subject street.  The four residences immediately adjacent to each proposed speed hump shall have checked the "yes" box.
  4. The street is a minimum of 600 feet in length.  The speed humps shall be located at spacings of approximately 250 to 350 feet.  There shall be no fewer than two speed humps on any street with speed humps.
  5. The posted speed limit is 25 miles per hour.

  6. A speed study reveals all the following:

    1. The 85th percentile speed exceeds 35 miles per hour.
    2. The mean speed exceeds 30 miles per hour.
    3. The upper limit of the 10 mile-per-hour pace exceeds 32 miles per hour
    4. More than 50% of the vehicles are exceeding 25 miles per hour
  7. The average daily traffic is more than 500 vehicles per day and less than 5,000 vehicles per day.  The residents requesting the speed humps shall be responsible for funding their installation and for contracting for their installation.  The work will be subject to all applicable plan review, permitting, and inspection requirements of the City of Scottsdale.  Each installed speed hump has an approximate cost of $1,500.   The City of Scottsdale will install the necessary advance warning signs and pavement markings.  The city will also be responsible of the maintenance of the speed humps.
