Background
On February 13, 2007, the City Council reviewed two planning-related initiatives – one relating to a proposed process to update the Downtown Plan and a second a proposal to initiate an area-based planning process that will serve as the foundation for the legislatively mandated update to the city’s General Plan which is required to be updated every ten years and needs to ratified by Scottsdale voters by 2011/2012.

Overview
What is a Community Area Plan?
A Community Area Plan is a tool used to guide future development and redevelopment of an area. It includes long-range goals, policies, and maps addressing important community topics ranging from sustainability, to economic vitality, to land use and transportation.
Creating a Community Area Plan will usually include five major steps:
1. Background Research
2. Issues and Goals Identification
3. Alternative Plans
4. Final Recommendations
5. Implementation
The General Plan & Community Plans Work Together
The City of Scottsdale is in the process of updating its General Plan to better address current issues, community priorities, changing conditions with opportunities for the future. In preparation for this process the City has identified six Community Areas within the City. The Community Areas are based on land use, past plans and policies and overall community feel. A Community Area Plan will be prepared for each of the six areas. The goal is to complete two plans a year to ensure that the long range vision for Scottsdale is completed with the 2011 General Plan Update.

The Advance Planning Team began Community Area Planning by updating the existing Downtown Plan. It will now begin having public workshops for the Southern Scottsdale and Greater Airpark Community Areas. These workshops speak to Step #2 – Issues and Goals Identification.
