Truth in Taxation notice published; city property taxes to remain a fraction of owners’ total tax bill
Today, Scottsdale is publishing a hearing notice, as required by Arizona state law, which deals with the city’s primary property tax levy.
Under Arizona’s two-tiered property tax system, primary, or “limited,” property taxes pay for government operations. The secondary, or “unlimited,” property taxes pay for voter-approved bonds which fund construction of public facilities and infrastructure. About 12 cents of every dollar in property taxes paid by Scottsdale property owners goes to the city for these two uses, and the remainder goes to public schools, the county, community colleges and various special taxing districts (see this graph).
The city’s combined rate will increase to $1.0915 for fiscal year 2011-12. The owner of a home valued at $100,000, for example, would pay about $109.15 in city property taxes. The amount of the property tax bill on each individual property depends on the tax rate and the property’s assessed value.
The Maricopa County Assessor’s Office determines property values used to calculate tax bills -- not the city of Scottsdale.
The City Council tentatively adopted the Fiscal Year 2011-12 budget on Wednesday, May 18, and final adoption of the budget is 5 p.m. Tuesday, June 7, in the City Hall Kiva, 3939 N. Drinkwater Blvd. A legally required public hearing on the proposed property tax levy will be held immediately prior to the final budget adoption on June 7.

NOTICE OF PUBLIC HEARING AND SPECIAL MEETING ON FISCAL YEAR 2011/12 ESTIMATES OF CITY EXPENSES AND MUNICIPAL STREETLIGHTING IMPROVEMENT DISTRICT EXPENSES, FINAL BUDGET ADOPTION, AND PROPOSED TAX LEVIES
The City of Scottsdale, Arizona, pursuant to A.R.S. § 42-17103, and the Municipal Streetlighting Improvement Districts listed in Attachment A hereto, pursuant to A.R.S. § 48-616, will hold a public hearing and special meeting regarding Fiscal Year 2011/12 estimated expenses, Fiscal Year 2011/12 final budget adoption, and a motion to consider adoption of proposed tax levies at a future meeting of the City Council.
The hearing and special meeting will be held at 5:00 p.m. on June 7, 2011, at the City Hall Kiva, 3939 N. Drinkwater Blvd., Scottsdale, Arizona.
