City Council approves $414,500 for social service needs
The Scottsdale City Council last night approved $414,500 to help residents facing difficult economic times. Funds are allocated to nonprofit agencies that, in turn, assist thousands of residents in times of need.
Scottsdale Cares will allocate $190,000 to 13 agencies. The General Fund will allocate $200,000 to nine agencies. A $24,500 Endowment Program allocation will go toward two programs.
Here’s an overview of the programs and how money is being distributed:
Scottsdale Cares is a voluntary donation program that allows residents to add an extra $1 per month to their monthly utility bill. Monies fund direct human services such as meals for the elderly, child abuse and teen suicide prevention and utility and food assistance. Agencies receiving funding from Scottsdale Cares:
• A New Leaf, Inc. - La Mesita Child Development Center: $7,500
• Alzheimer’s Association Desert Southwest Chapter - Scottsdale Alzheimer's Program: $20,000
• Area Agency on Aging - Benefits Assistance Program: $15,000
• Child Crisis Center - Family Resource Center: $10,000
• Community Bridges, Inc. - Pathway to Hope Program: $15,000
• Concerned Citizens for Community Health - emergency rent, mortgage assistance and Gleaners Brown Bag assistance: $44,000
• Cortney's Place - (Dis)Ability Programs and Experiences: $13,856
• Foothills Caring Corps, Inc. - mobile meals, van and medical transportation: $18,483
• Foundation for Senior Living – Scottsdale adult day health services: $6,000
• Greater Phoenix Youth at Risk, Inc. - Coronado New Pathways Mentoring Program: $10,000
• Shoebox Ministry - toiletries for the homeless and working poor: $3,000
• Sun Sounds of Arizona - Reading for visually-impaired Scottsdale residents: $15,161
• Teen Lifeline – crisis hotline, peer training and support, school-based education: $12,000

General Fund monies are part of the city’s operating budget. Allocations will go to nine nonprofit agencies that provide services such as food and shelter assistance and counseling:

• A New Leaf, Inc. - La Mesita Family Shelter: $20,000
• Catholic Community Services: Valley Center of the Deaf - Hearing Loss, Health and Technology: $7,500
• Central Arizona Shelter Services, Inc. - Regional Single Adult Shelter: $55,000
• Community Legal Services, Inc. - Removing Barriers to Justice for Low-Income Scottsdale Residents: $15,000
• Duet: Partners in Health & Aging - Promoting Independence through In-Home Services: $18,000
• EMPACT Suicide Prevention Center, Inc. - Senior Peer Counseling: $14,766
• Jewish Family & Children's Services - Geriatrics: $25,000
• UMOM New Day Centers, Inc. Regional Emergency Shelter Services: $9,734

Endowment fund allocation is based on interest income from the city’s Endowment Program:
• Rassner Memorial Scottsdale Endowment Fund – Early literacy programs will receive $20,000.
• Scottsdale Community Endowment Fund ($4,000) &
• Herbert R. Drinkwater Youth Services Fund ($500): The Paiute Neighborhood Center will use the $4,500 for the Paiute International Club.

In May, the City Council approved two federally-funded programs. The Community Development Block Grant (CDBG) program supports housing rehabilitation, improvements to public facilities and economic development activities. A minimum of 70 percent of the funds must benefit low- and moderate-income households. The HOME program supports a range of high quality, safe and affordable housing projects targeted to lower-income households.
CDBG Program ($1,503,771):
• Public services such as transitional housing, emergency shelter, senior congregate and home-delivered meals: $365,913
• Public facilities improvements for emergency shelter and transitional housing improvements and adaptive recreation facility rehabilitation: $604,391
• Homeowner housing rehabilitation services: $345,000
• CDBG program administration: $188,467
