Capital Projects Reviewed by the Bond Task Force
The following list represents all projects reviewed by the Bond Task Force as of December 1, 2011. This project list as well as the dollar figures associated with projects may change as the Bond Task Force establishes priorities projects and moves towards establishing a bond program for the City of Scottsdale.
COMMUNITY SERVICES
Aquatics Chemical System Replacement: $1.7M
This project will replace the current chemical systems at all City pools with on-site chlorine generation systems. This will eliminate the need to buy, store and manage bulk chemicals and decrease the potential for a chemical handling hazard/incident.
Library Technology Improvements: $2.3M
Increased library usage and expanding customer demands require providing citizens updated library technology including increased wireless access and efficient and effective library online services. Hardware and software to run critical business systems needs replacement and upgrades to provide security, materials handling and inventory, and to maximize the life of existing hardware.
Vista del Camino Park/Indian Bend Wash Renovation: $8.31M
This project will renovate the existing Vista del Camino Park/Indian Bend Wash area. The park was completed in 1975 and this project will renovate much of the 35-year-old infrastructure including the turf irrigation system, lakes, multi-use paths, park buildings, ramadas and playgrounds. These improvements will include the installation of updated materials and technologies and will likely result in annual operating cost savings and efficiencies. (Map)
Ballfield Lighting System Replacement – Phase I: $2.1M
This project will replace existing ballfield lighting systems that are outdated and inefficient and add new lights to currently unlighted ballfields. New lighting technology will save energy and ongoing maintenance expense and expand facility use hours to meet growing demand for youth and adult sports user groups.
Expansion of Via Linda & Granite Reef Senior Centers: $7.1M
This project will expand the existing Via Linda and Granite Reef Senior Centers by 8,000 square feet each to meet the increased patron and services demand. The expansion will provide a multipurpose room and support facilities at each location which will be used for large community meetings, classes and activities. (Map)
INFORMATION TECHNOLOGY
Electronic Storage Replacement: $4.3M
This project will replace storage environments for credit card applications and processing, police digital evidence and the City’s main storage as well as replacing the associated backup data environment over a three year time period.
Radio System Upgrade: $4.29M
This project will replace the Fire Department’s non-compliant mobile and portable radios to support Valley-wide radio coverage and interoperability for Public Safety operations including Fire automatic mutual aid.
Kiva Video & Presentation System $254K
This project will replace aging Kiva presentation, broadcast and voting systems to ensure long term reliability, compatibility, and vendor support.
Integrated Financial, Human Resources and Purchasing System $3.5M
This project replaces and integrates a series of aging technology systems used by Accounting, Budget, Payables, Receivables, Fixed Asset, CIP, Payroll, Procurement, and Human Resources into one integrated system.
PLANNING
Airpark & Airport Wayfinding & Signage: $3M
This project will design and construct of a uniform wayfinding or signage program for the Scottsdale Airpark. The area is roughly bordered by Scottsdale Road on the west, the powerline corridor/ Frank Lloyd Wright Blvd/ and the Loop 101 to the east, East Thompson Peak Parkway to the north and the Thunderbird Road Alignment to the south. The project will facilitate more efficient mobility and further promote business growth in the area.
Downtown Northeast Quadrant Parking Garage: $7.4M
This project will design and create a new public parking facility in the northeast quadrant of Downtown Scottsdale.
Downtown Pedestrian Improvements & Wayfinding: $4M
This project will design and construct a uniform wayfinding or signage program for Downtown Scottsdale. The project will facilitate more efficient mobility, enhance the design aspects and character areas of downtown, and further promote business and tourism in the area.
Papago Park Phase I: $2.7M
This project will fund a variety of projects associated with enhanced connections, venues and amenities that strengthen Scottsdale’s connection with Papago Park including but not limited to; Oak Street Sidewalk, 60th Street Pathway Connection, Path Connections to central parking area(s) and signage. All projects are in the vicinity of the intersection of 64th Street and McDowell Road and adjacent to areas that border Papago Regional Park.
PRESERVATION
Granite Mountain Trailhead $4.0M
This project will provide an access point to Scottsdale’s McDowell Sonoran Preserve by providing parking, trailhead facilities, interpretive information and trail connections. (Map)
Desert Discovery Center: $48.8M
This project will design and construct the Desert Discovery Center (DDC), to be located at the Gateway to the McDowell Sonoran Preserve trailhead facility. The DDC will provide educational and social opportunities to learn more about the Preserve and is intended to be a tourism destination experience as well as a point of pride for City of Scottsdale residents. PUBLIC SAFETY – COURTS
Court Remodel/Expansion - $4.5M
This project will design and construct additional space on the west side of the existing Court building and remodel existing court space to add an additional court room, new jury assembly room, support facilities and relocate court administration.
PUBLIC SAFETY – POLICE
Police Civic Center Jail Consolidation: $4.4M
This project will centralize City jail operations by expanding and renovating the current Civic Center Jail to accommodate all City jail operations, eliminating the use of Via Linda Jail.
Public Safety Via Linda Facility Expansion: $12.5M
This project will construct 12,000 square foot expansion to the Via Linda Public Safety Complex to support both the police and fire departments by creating a shared public safety equipment warehouse, community/training facilities, wellness-fitness area and an Emergency Operations Center. (Map)
Civic Center Station Expansion: $3.9M
This project will construct a 9,000 square foot addition to the Civic Center Police facility to support the needs of the High Enforcement Arrest Team (HEAT), K9 unit, Bike Support Unit and Downtown Patrol Services. (Map)
Public Safety Training Facility Expansion: $7.8M
This project will expand the Thomas Hontz Public Safety Training Facility to support the training efforts of the Scottsdale police and fire departments by constructing a 2,000 square foot live fire shoot house, an enlarged firearms range, and a new two story multi-use training building with additional classrooms, offices, conference rooms, storage areas and office space.
Purchase Land for Far North Police Facility: $2.5M
This project will provide funds to purchase a 10-acre parcel of land suitable for a Police District facility in the northern section of the City.
PUBLIC SAFETY – FIRE
Desert Foothills Fire Station 613: $3.5M
This project will design and construct a 10,000 square foot permanent fire station in the Desert Foothills area to replace a temporary modular facility. The new station will include crew quarters and facilities, office space, OSHA-certified decontamination area, safety gear storage, a community meeting room, wellness-fitness area, and an apparatus bay. Desert Mountain Fire Station 616: $2.5M
This project will design and construct a 10,000 square foot permanent fire station at 110th Street and Cave Creek Road to replace a temporary facility. The new station will include crew quarters and facilities, office space, OSHA-certified decontamination area, safety gear storage, a community meeting room, wellness-fitness area, and an apparatus bay. Purchase Land for Fire Station 612: $2M
This project will provide funds to acquire land for a new fire station in the area of Union Hills and Hayden to achieve adopted fire department service level objectives and response goals. (Map)
Bring Existing Fire Stations to Compliance Standards: $2.5M
This project will renovate several existing City fire stations which are in need of repair and require upgrades in order to meet OSHA and National Fire Protection Association safety requirements.
Fire Station 603 Replacement: $4.6M
This project will purchase land for, design and construct a 10,000 square foot permanent fire station to replace the facility located at 7339 E. McDonald Drive. The new station will include crew quarters and facilities, office space, OSHA-certified decontamination area, safety gear storage, a community meeting room, wellness-fitness area, and an apparatus bay. This project also include the purchase of a replacement ladder truck.
PUBLIC WORKS
Traffic Signal Controller Cabinet Upgrade & Replacement: $9.8M
This project will replace traffic signal controller cabinets at all traffic signalized intersections within the City of Scottsdale, approximately 300 locations. The replacement of the cabinets will allow the City to utilize new technologies that dramatically optimize the ability of the traffic signal controllers to improve the flow of traffic through a signalized intersection.
Street Operations Maintenance Building: $1.1M
This project will provide funds to purchase approximately 3 acres of land, design and construct a maintenance building to be used as a storage and staging area for the Street Operations Department.
Solar Pool Water Heating: $1.8M
This project will construct solar pool water heating elements at Cactus Park, McDowell Mountain Aquatic Center and Eldorado Park swimming pools. The project includes approximately 60,000 square feet of new ramadas and parking canopy structures to support the solar power collection system.
Expired/Quiet Pavement Replacement $15.4M
This project will remove expired asphalt road surface that has exceeded its 15-year lifescycle in southern and central sections of Scottsdale and replace it with quieter rubberized asphalt pavement. This project includes downtown, local and major streets.
SCOTTSDALE CENTER FOR THE PERFORMING ARTS/SCOTTSDALE MUSEUM OF CONTEMPORARY ART
Master Plan Implementation Phase III: $10.5M
This project represents Phase 3 of the renovation to the Scottsdale Center for the Performing Arts (SCPA) and an addition to the Scottsdale Museum of Contemporary Art (SMOCA). Planned improvements to the SCPA include the renovation of the Stage 2 Theater, two educational classrooms and the gift shop within existing built space. The project will add a North Mezzanine, Porte-a- cohere, Administration Pavilion and signage to the 35-yr building. An addition to SMOCA will nearly double the size of the facility for new exhibits, lectures and the popular nights program. Finally, a bridge connection between SMOCA and the SCPA will allow for the integration of the two facilities and the addition exhibit space will allow the museum to expand its programs. (Map)
STORMWATER MANAGEMENT
Granite Reef Watershed: $10.2M
This project eliminates a 100-year flood hazard affecting at least 1,200 property owners within Scottsdale alone. The project will construct infrastructure to intercept stormwater flows from the Granite Reef Watershead and convey them to the Salt River. The total project cost is $23.7 million. Scottsdale’s portion of the cost is $3.5 million with the remainder of the funding coming from the Maricopa County Flood Control District and Salt River Indian Community. (Map)
McCormick Stillman/Lincoln Drive Drainage Improvements: $2.7M
This project provides 100-year flood protection for McCormick-Stillman Railroad Park, the Sands North community, commercial development at the northwest corner of Scottsdale Road and Lincoln Drive, Scottsdale Road, Lincoln Drive, and Indian Bend Road. The project includes construction of storm drain improvements in Lincoln Drive to the interceptor channel upstream of the Arizona Canal and will enhance the capacity of the existing channel from the intersection of Scottsdale Road and Indian Bend Road to Indian Bend Wash. Loop 101 Detention Basin: $6.3M
This project will construct improvements to an existing pit southwest of the City of Scottsdale Water Campus to make it suitable for use as a regional detention basin. This project provides 100-year flood protection in the vicinity of the project and allows, in conjunction with other city and developer funded projects, a stormwater storage waiver for a large area of Arizona State Land Trust property known as Crossroads East. Loop 101 Outlet Storm Drain: $5.0 M
This project will construct a conveyance facility from the Loop 101 Detention Basin to the intersection of Hayden Road and Union Hills Drive to provide 100-year flood protection in the vicinity of the project and provide an outfall from the Loop 101 Detention Basin. (Map)
Powerline Interceptor Channel: $5.6M
This project will construct a conveyance facility along the powerline corridor southwest of the Grayhawk development to provide 100-year flood protection in the vicinity of the project.
East Union Hills Interceptor Channel: $3.3M
This project will construct a conveyance facility along the East Union Hills alignment from Pima Road to Loop 101 Detention Basin to provide 100-year flood protection in the vicinity of the project.
TRANSPORTATION
Hayden Road Intersections at Chaparral and Camelback Roads: $5.5M
This project will construct additional turn lanes in all directions to provide additional capacity at the intersections of Hayden and Chaparral Roads and Hayden and Camelback Roads. This project will improve access between Downtown and Loop 101 and improve intersection safety. (Map)
Airpark Roadway Improvements Phase II: $11.3M
The project provides improved connector streets along Raintree and Redfield Roads between the Loop 101 and Scottsdale Road. Connector streets will include bike lanes, landscaping and roundabouts. (Map)Accessible Curb Ramps – ADA compliance: $2M
This project will implement the ADA Transition Plan by constructing accessible curb ramps and sidewalks to improve pedestrian mobility and accessibility.
Arizona Canal Improvements – 60th Street to Indian Bend Road: $4M
This project will construct a 14-foot wide shared-use path along the Arizona Canal from 60th Street to Indian Bend Road. The project will include a multi-use path with a 10-foot concrete and 4-foot unpaved trail, enhanced street crossings, landscaping, site furnishings and public art.
Citywide Trails Implementation: $4M
This project provides program funding to acquire, design and construct city designated multipurpose trails throughout the city.
Chaparral Road Streetscape Improvements: $3.8M
This project will provide funds to design and construct sidewalks, bike lanes, landscape and street modifications on two segments of Chaparral Road. One segment is between 69th Street and Scottsdale Road and the second is between Miller and Hayden roads.
Downtown Pedestrian Improvements: $2M
This project will provide funding for missing segments or improvements to sidewalks in the downtown area. Improvements will be concentrated along Marshall Way from 2nd Street to 5th Avenue and in the area north of Fashion Square mall along Goldwater, Highland and Scottsdale roads.
DC Ranch Bridges: $6.6M
This project will construct the second bridge over Reata Pass Wash along both Thompson Peak Parkway and Legacy Boulevard in DC Ranch. Each bridge will carry two traffic lanes, a bike lane and a sidewalk.
